The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure and certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the annual range is $150,000 - $160,000.
This position may be eligible for a discretionary bonus. It is classified as exempt under applicable law. Additionally, this position aligns with the Voyatek Career Framework as a level 05 Individual contributorin a Program/Project Management position .

Voyatek is seeking applicants to occupy the position of CCWIS Subject Matter Expert/ County Coordinator within our team.
Key Responsibilities:
- Serve as a subject matter expert on CCWIS requirements, policies, and implementation strategies.
- Collaborate with state agencies and other software vendors to assess current systems and develop transition plans to CCWIS-compliant solution.
- Provide strategic and technical guidance throughout the system development lifecycle, including planning, requirements gathering, design, testing, deployment, and maintenance.
- Conduct gap analyses, feasibility studies, and risk assessments.
- Support change management efforts and ensure smooth adoption of new systems and processes.
- Support State of California to monitor federal reporting compliance and assist in preparing documentation for funding and approvals.
- Lead coordination efforts across multiple counties to ensure consistent understanding and rollout of state initiatives and systems.
- As needed, facilitate working groups, town halls, and stakeholder meetings to gather input, provide updates, and resolve concerns.
- Monitor project timelines, deliverables, and interagency dependencies to support successful execution of initiatives.
- As needed, support change management efforts, including communications, training, and engagement strategies tailored for county needs.
- Assist in developing documentation, reports, and tools to streamline intergovernmental collaboration.
Qualifications:
- Bachelor's in Social Work, Public Administration, Information Systems, or a related field.
- 10+ years of experience in child welfare systems, with at least 2 years directly related to CCWIS planning or implementation.
- In-depth understanding of federal CCWIS regulations, policies, and funding mechanisms.
- Experience working with state or local human services agencies.
- Strong analytical, communication, and project management skills.
- Ability to work independently and collaboratively with cross-functional teams.
- Experience with system modernization projects, data migration, and business process reengineering is a plus.
Preferred Qualifications:
- Familiarity with agile or hybrid project management methodologies.
- Technical knowledge of database systems, APIs, or software architecture used in child welfare systems.
- Familiarity with Comprehensive Child Welfare Information Systems (CCWIS) or other state data systems.
- Experience supporting initiatives involving child welfare, CalWORKs, Medi-Cal, or other California social service programs.
- Proven experience in stakeholder engagement, government coordination, and project facilitation.
- Strong written and verbal communication skills, including public speaking and policy documentation.
