We are seeking a Management Analyst 5 to join our team in the External Audit Unit, within the Financial and Business Services Division to support the mission of the Department of Children, Youth and Families (DCYF) to protect children, youth and families so they flourish. At DCYF, the Financial and Business Services Division (FBSD) includes Contracts, Budget, Accounting, Cost Allocation and Grants Management, Payroll, Forecasting, Facilities, Capital Programs, State Plans, and External Audit.

Public Service Loan Forgiveness

Holidays

Some of what you will do:
- Research and analyze OFM policy updates to verify compliance and determine if updates to FBSD policies and procedures are needed.
- Research and analyze DCYF fiscal notes to determine impact on FBSD policies and procedures and coordinate to implement changes based on legislative actions.
- Coordinate with FBSD employees to create, update, and maintain policies and procedures and verify desk manuals are following policies and procedures.
- Make recommendations for process improvement and policy development with agency wide financial impacts.
- Upload all open findings and corrective action plans (CAPs) to AuditFindings.com.
- Run monthly report from AuditFindings.com for open CAPs and send reminders to assigned program employees.
- Update CAPs based on feedback from assigned program employees.
- Coordinate with the External Audit and Policy Liaison when CAPs are completed to notify the Office of Financial Management (OFM) and close out findings in AuditFindings.com.
- Add, modify, and delete users in the financial systems per Administrative 1.01.03 Financial System Access policy.
- Verify appropriate approval of system access and all necessary user forms, required trainings, and non-disclosure agreements prior to setting up or requesting access.
- Maintain users in the WaTech Mainframe by acting as a backup for RACF Administration.
- Analyze monthly Human Resources Division (HRD) employee separation and transfer list to determine necessary system access actions.
- Perform annual financial system audit and analyze responses for necessary system access changes.
- Coordinate with FBSD employees to create and assist with corrective action plans to address audit findings.
- Coordinate with the Communications Division to create a FBSD intranet site for policies, procedures, and desk manuals.
- Research and analyze changes to FBSD policies, procedures, and desk manuals for implementation to Workday and assist the Workday Program Manager with these changes.
Required qualifications:
- Nine (9) years of relevant professional experience with increasing levels of responsibility. Relevant experience includes experience in accounting, payroll, finance, banking, auditing, regulatory management, or closely related field.
OR
- A Bachelor's degree in accounting, auditing, business administration, public administration, or a related field, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting, AND five (5) years of relevant professional experience with increasing levels of responsibility. Professional experience may substitute for education, but not for the credit hours.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Knowledge of:
- General Accepted Accounting Principles (GAAP) as well as accounting policies and procedures.
- State policies and laws, i.e., State Administrative and Accounting Manual (SAAM), Revised Code of Washington (RCW), and the Washington Administrative Code (WAC).
Ability to:
- Evaluate, compile, and organize data into reports and policy recommendations including creating spreadsheets, or applicable documents using various systems to analyze a variety of DCYF expenditures to produce informative information to upper management.
