Duties

The major duties of the Major position include, but are not limited to, the following:
  • Serve as a Commander and provide a full range of law enforcement services within the areas of responsibility of the New York Field Office or the San Francisco Field Office.
  • Remain current in the best law enforcement and administration practices. Provide the direction, coordination, and control necessary to ensure the successful accomplishment of the mission and functions of the Branch.
  • Embrace, foster, and champion a diverse and Inclusive workforce.
  • Provide leadership and direction for various functions in the New York Field Officer or San Francisco Field Office.
  • Sets a tone of personal accountability and integrity, and ensures a hostile-free work environment that is free of any form of harassment.
  • Determine financial operating requirements of the Branch and ensure accounting requirements are maintained to adhere to mandated reporting procedures. Conduct regular assessments and evaluations to ensure compliance with established requirements, including internal controls.
  • Interprets Force policy and disseminates information to assigned personnel; be fully aware of operations, achievements, and problems existing at each substation.
  • Supervise commanders to ensure the proper patrol, traffic volume and detective functions of their respective areas of responsibilities are in compliance with operating procedures.
  • Ensure internal and external collaborative partnerships to accomplish the mission. This includes establishing and fostering partnerships with the relevant Departmental, Bureau, Regional, Park, and community groups.

Qualifications

All qualifications must be met by the closing date of this announcement-05/05/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Selective Factors: Applicants must meet ALL of the following to qualify:
  • Must currently possess a National Park Service (NPS) Law Enforcement Commission.
  • Experience in a primary/rigorous law enforcement position (e.g. investigating, apprehending, or detaining individuals suspected or convicted of offenses against the criminal laws of the United States).
  • This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57 (You must submit proof of your status in the Law Enforcement retirement system.); or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service.

- AND -To qualify for this position at the SP-8 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the SP-07 or GS-13 grade level in the Federal service. This experience must include all of: 1) Must be proactive and engaged leaders; 2) Demonstrates knowledge of police administrative practices, procedures and techniques; 3) Demonstrates knowledge of organizational structure and function; 4) Ability to supervise and manage subordinates and programs, organize, compile and execute complex reports; and 5) Interpret policy to disseminate information.

Your resume must include hours per week worked. Your resume must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: This work regularly includes long periods of standing, hiking and/or climbing, in many cases on uneven, steep, rough, slippery, and/or rugged terrain. Strenuous exertion is frequently required in law enforcement, firefighting, search and rescue, medical and related emergency activities. Lifting or carrying equipment weighing over 50 pounds such as firefighting or search and rescue equipment is required. In some assignments, heavy packs may have to be carried long distances over mountainous, desert, or snow-covered terrain.

Duties involve performing physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing. Criminal investigations often must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition.

Physical Demands: The work requires long period of sedentary behavior with intense concentration. The incumbent's primary responsibility as a law enforcement officer, with arrest authority and peace officer obligations, requires peak physical condition and the ability to operate issued equipment under adverse climatic conditions as well as under stressful physical confrontation situations.

Working Conditions: The work is normally performed in an office environment. When necessary, the incumbent may be required to perform operational law enforcement as well as under stressful physical confrontation situations that may occur on city streets or in a park area setting.

Physical Fitness Requirement: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 05/05/2025 a valid Type II (seasonal) or higher level National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks.
