Job Description:

Business Oregon, the state's economic development agency, is currently hiring a Systems Analyst - Product (Information Systems Specialist 7). The System Analyst's role is responsible for the day-to-day management and technical operation of the Economic Development Management System (EDMS), ensuring the system remains functional, secure, and aligned with the organization's objectives. Responsibilities include administering system configurations, managing user accounts and permissions, documenting technical procedures, and implementing system updates and enhancements. The position involves troubleshooting system issues by gathering logs and other technical data, working collaboratively with IT teams and escalating to vendors when necessary.

What you will do:
  • Act as a subject matter expert (SME) on the system, providing technical consultation and troubleshooting support.
  • Provide Tier 1 troubleshooting and verification for reported bugs, ensuring they are isolated, replicated, and escalated as needed.
  • Maintain and manage system catalog updates, configuration settings, user roles, permissions, and system access.
  • Review and analyze requests for new system functionalities and coordinate the change process for updates or enhancements for potential impacts to
  • other systems.
  • Conduct thorough system testing, including backend database testing in Microsoft SQL, validating stored procedures, jobs, and triggers.
  • Lead product ownership efforts for the system postimplementation, including gathering and prioritizing enhancement requests or change requests to meet evolving business needs.
  • Assess business processes and design future state business workflows to align with system capabilities.
  • Assesses agency technology needs and makes platform.

The ideal candidate will possess a combination of some or all the following skills:
  • Experience with high-level strategic planning and architecture development.
  • Experience designing data models, user interfaces, business logic and security.
  • Experience building, modifying, or integrating custom applications on a cloud-based platform using programming or scripting languages (e.g. JavaScript).
  • Experience diagnosing end user business problems with the applications infrastructure for both internal and external customers.
  • Experience in determining root cause of application system failures which halt business activities to resolution.

What you need to qualify:

Minimum Qualifications:

(a) Six (6) years of information systems experience in: Information Technology Business analysis and project management methodology.

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in: Information Technology Business analysis and project management methodology.

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in: Information Technology Business analysis and project management methodology.

OR

(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all the above.

  • PERS - This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
