The Department of Environmental Services (DES) is seeking a Principal Transportation Engineer. This senior engineering position will be part of the Intelligent Transportation System (ITS) Design Unit in the Transportation Engineering & Operations (TE&O) Bureau. The primary function of the group is to oversee the design and construction of projects that involve traffic signals, ITS, and street lighting.

The ITS Design Unit is primarily responsible for traffic engineering design, review, and construction of transportation projects relating to traffic signals, streetlights, and intelligent transportation systems. This unit also provides technical review for a wide variety of projects including developer engineering plans, capital improvement plans, and internal design projects. The ITS Design Unit also undertakes the procurement of consultant services, contractors, and equipment. They lead the development of standards and specifications, construction administration, and project management within their infrastructure expertise.

Responsibilities

Specific duties include:
  • Coordinating with other Departments/Bureaus to assist with prioritizing transportation projects to address the needs of multi modal users of the roadway network and safety;
  • Providing technical expertise relating to transportation engineering standards and techniques to ensure technically sound decisions and solutions to address transportation-related issues;
  • Managing the projects that are part of the Capital Improvement Program for the group including major streetlight and intersection projects;
  • Coordinating the review of transportation/traffic components of major County projects, external consultant studies or designs, and developer projects to identify issues and to ensure compliance with County standards and goals;
  • Overseeing design and permitting efforts with the Virginia Department of Transportation (VDOT);
  • Reviewing and approving development plans, traffic signal plans, streetlighting plans, and other related roadway engineering documents;
  • Developing Board Reports, requests for proposals, consultant contracts and a variety of other technical documents;
  • Supporting construction administration of infrastructure projects including design changes, RFI responses, and inspection QAQC; and
  • Interfacing with individual citizens, community groups and commissions, developers, consultants, including representatives from other County agencies and state and federal officials to resolve issues and present design recommendations.


Qualifications

Minimum Qualifications:
  • Bachelor's degree in Engineering;
  • Three (3) years of progressively responsible professional, technical engineering experience in Civil Engineering performing signal design and/or utility operations; and including
  • Two (2) years of experience in project or program management of capital improvements.


Desirable Qualifications: Preference may be given to candidates with one or more of the following:
  • Two (2) or more years of experience in using AutoCAD software for signal design projects;
  • Public infrastructure project and contract management experience;
  • Experience in ADA ramp design and drainage design;
  • Knowledge/experience with signal design and developing signal /pavement marking plans; and
  • Registered as a Professional Engineer (PE) in Virginia or a state with reciprocity.


Special Requirements:

Additional Information:

Work hours: Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday with infrequent required overtime, meetings (some off-site), and availability for call-back in emergency situations.
