GENERAL STATEMENT OF RESPONSIBILITIES:

The Director, Accounting & Payroll, is responsible for all functions of the Budget/Finance, Accounts Payable, Student Activities, and Payroll Departments and for the maintenance of all budget and accounting records in accordance with the Uniform System of Finance Records (USFR).

MAJOR DUTIES:

1. Supervise all functions of the Budget/Finance, Accounts Payable, Student Activities and Payroll departments.
2. Develop budgetary policies and procedures with assistance from appropriate staff.
3. Provide in-service education programs to familiarize division personnel and others with budget methods and procedures.
4. Manage the District's fiscal affairs in accordance with the USFR.
5. Plan, prepare, review, advertise, and present the annual budget(s).
6. Coordinate the compilation of budget information, reports, financial statements, and program analysis.
7. Monitor the budget throughout the fiscal year and recommend action to control expenditures within budget limits. Advise and assist unit, department, division administrators and supervisors in maintaining their budgets within established allotments.
8. Analyze, review, and make recommendations on departmental budget requests.
9. Consult with and advise Executive Director on all District financial matters.
10. Analyze the fiscal impacts of legislation.
11. Maintain and modify, as necessary, the District's uniform coding system in accordance with the USFR.
12. Review, analyze, modify, and implement the District accounting system.
13. Maintain accounting procedures as required by County, State, and Federal jurisdictions.
14. Assist with annual tuition rates for Governing Board approval and ensure appropriate billing of other districts and individuals.
15. Responsible for documents required for the District's annual audit.
16. Oversee District Revolving Fund in accordance with State Statutes.
17. Perform related work as required and other duties as assigned.

QUALIFICATIONS:

1. Bachelor's degree required. Accounting, Finance, Business or Public Administration degree preferred.

2. Five years of responsible public budgeting and/or financial administration experience in a public school district with at least two years in a supervisory capacity preferred. A graduate degree may substitute for one year of the required experience.

3. Knowledge of principles, methods, and practices of school finance, governmental accounting, and public budget preparation preferred.

4. Ability to work effectively in a large complex organization.

5. Ability to communicate effectively, both orally and in writing.

6. Ability to resolve complex problems and to establish and maintain effective relationships with those contacted in the course of work.

7. Strong analytical and computer skills.
