JOB SUMMARY:

The Vice President of Human Resources is a member of the executive leadership team, responsible for shaping and executing the company's People & Culture strategy to support the overall business objectives. This role involves overseeing all People & Culture functions, including talent management, organizational development, employee relations, compensation and benefits, diversity and inclusion, and compliance. The VP of People & Culture will drive initiatives that foster a high-performance culture, enhance employee engagement, and ensure the organization attracts, develops, and retains top talent.

KEY RESPONSIBILITIES:
  • Strategic Leadership:
    • Develop and implement People & Culture strategies that align with the company's business goals and growth objectives.
    • Serve as a strategic partner to the executive team, providing insights on HR trends, workforce planning, and organizational development.
    • Lead the People & Culture function in supporting mergers, acquisitions, and other corporate restructuring activities.
  • Talent Management:
    • Oversee talent acquisition strategies to attract high-caliber candidates across all levels of the organization.
    • Implement leadership development programs to ensure a strong pipeline of future leaders.
    • Manage performance management processes to ensure consistent and fair evaluations and drive continuous improvement.
  • Employee Engagement & Culture:
    • Foster a culture that promotes diversity, equity, and inclusion across the organization.
    • Develop and execute employee engagement initiatives to enhance job satisfaction and retention.
    • Lead change management efforts to ensure smooth transitions during periods of organizational change.


  • Compensation & Benefits:
    • Oversee the design and implementation of competitive compensation and benefits programs that attract and retain top talent.
    • Ensure the organization's compensation structure is equitable and aligned with industry benchmarks.
    • Manage relationships with external benefits providers and ensure compliance with regulatory requirements.
  • Compliance & Risk Management:
    • Ensure the organization's HR policies and practices comply with local, state, and federal regulations.
    • Oversee risk management strategies related to employment practices, including labor relations, workplace safety, and employee grievances.
    • Act as the primary point of contact for legal issues related to employment law.
  • HR Operations & Technology:
    • Optimize HR processes and systems to improve efficiency and employee experience.
    • Leverage HR technology and analytics to provide actionable insights and drive data-informed decision-making.
    • Manage the HR budget and ensure cost-effective use of resources.


  • EDUCATION, EXPERIENCE AND QUALIFICATIONS:
    • Education:Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree or MBA preferred.
    • Experience:Minimum of 15 years of progressive HR experience, with at least 5 years in a senior leadership role.
    • Expertise:In-depth knowledge of all HR functions, including talent management, compensation and benefits, labor laws, and organizational development.
    • Skills:
      • Strong strategic thinking and leadership abilities.
      • Excellent interpersonal and communication skills.
      • Proven track record of leading HR initiatives that drive organizational success.
      • Ability to influence and collaborate with senior executives and stakeholders.

    SUPERVISORY RESPONSIBILITIES: The VP of HR manages the Human Resources Team.

    KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
    • Thorough knowledge of regulations, policies, and procedures which apply to accounting and financing in municipal government.
    • Ability to formulate, initiate, and administers policies and procedures for effective fiscal control.
    • Ability to plan, delegate, and supervise personnel in a manner which will gain respect.
    • Ability to maintain effective and respected work relationships with administrative employees and management.
    • Ability to present and communicate ideas and concepts, verbally and in writing.
    • Ability to make independent judgments which have highly significant impacts on the organization.
    • Working knowledge of Microsoft Office programs.


    CERTIFICATIONS, LICENSES, REGISTRATIONS:

    Valid Driver's License or equivalent

    LANGUAGE SKILLS:

    Ability to read and interpret documents, including protocols, standard operating procedures, customer orders, and financial statements. Ability to communicate in writing to management

    REASONING ABILITY:
