Description:

GC&E Federal is seeking a qualified candidate.The Business Development & Capture Manager at GC&E Federal plays a pivotal role in driving strategic growth through business development and capture management in Federal, Local, and State markets, while also supporting commercial security initiatives. This position is responsible for identifying new opportunities, cultivating relationships, and leading capture efforts to secure major programs. The BD/Capture Manager works collaboratively across internal teams and business units to align with organizational goals, leveraging expertise in access control systems, surveillance technologies, and advanced security solutions. Additionally, this position spearheads efforts to develop commercial, federal non-8(a), and traditional 8(a) business opportunities from inception to close with multiple agencies and end-user customers.

Key Responsibilities
  • Identify, qualify, and lead the capture of major programs across Federal, Local, State, and commercial sectors.
  • Work with leadership to develop and execute strategies for business growth, including market research, competitive assessments, and customer positioning.
  • Build and maintain strong relationships with clients, partners, and stakeholders to expand market presence and ensure customer satisfaction.
  • Collaborate with leadership to align strategic direction and introduce GC&E and BBNC affiliates to government and non-government agencies, effectively positioning the team for success in pursuing contracts such as fixed price, multi-year IDIQ, and 8(a) sole source opportunities.
  • Coordinate across multiple business units to identify and pursue collaborative opportunities.
  • Develop and nurture strategic partnerships with other companies to enhance teaming opportunities, expand market reach, and strengthen competitive positioning in alignment with the company's strategic goals.
  • Support the proposal development process by collaborating with internal teams to ensure timelines are met and high-quality responses to RFPs, RFQs, and BAFOs are produced, aligning with organizational goals.
  • Evaluate and qualify potential business prospects to ensure alignment with GC&E's capabilities, strategic objectives, and likelihood of success. Analyze client needs, market conditions, and competition. Collaborate with internal teams, clients, partners, and stakeholders to build relationships and present tailored solutions that drive strategic growth. Support the end-to-end process of pursuing and capturing opportunities, including proposal submission, pricing strategies, and pre-award negotiations, ensuring GC&E successfully secures contracts and achieves organizational goals.
  • Support technical presentations to potential customers and collaborate with internal teams to tailor solutions to client needs.
  • Track and report on pipeline progress and opportunity statuses, ensuring alignment with business objectives and compliance with contracting processes.
  • Perform other duties as assigned to support organizational objectives and business priorities.


Preferred Qualifications
Certifications or Expertise:
  • Bachelor's degree in business administration, Marketing, or a related field, or equivalent experience.
  • At least 15 years of business experience, including 5 years in a similar capacity.
  • Expertise in Federal, Local, and State procurement processes with a proven track record of successful business development and capture efforts.
  • Knowledge of access control systems, surveillance technologies, and security solutions.
  • Experience with various contract types, including cost-plus, fixed price, and performance-based contracting.
  • Strong skills in communication, negotiation, and relationship-building.

  • Prior experience in civilian IT program business development is preferred.
  • Knowledge of proposal development and capture processes.
  • Successful experience developing and executing government agency IT Capture Plans, including Win Strategies.


Performance Goals
  • Increase Contract Wins: Drive measurable growth in contract acquisitions by achieving a significant increase in awarded contracts across Federal, Local, State, and commercial sectors, with a focus on non-8(a) fixed price, multi-year IDIQ, commercial, and 8(a) sole source opportunities.
  • Expand Market Presence: Enhance GC&E Federal's presence in strategic markets through targeted outreach, resulting in increased business opportunities and strengthened relationships with clients and partners.
  • Optimize Capture Strategies: Collaborate with internal teams to refine capture strategies and improve win rates, focusing on competitive assessments, pricing models, and customer positioning.
  • Strengthen Stakeholder Collaboration: Assist in the cultivation and nurturing of regular feedback loops and enhance collaboration with internal teams, partners, and, when needed, BBNC affiliates to ensure alignment and achieve at least a 90% satisfaction proposal and capture evaluations.
  • Assist in Proposal Development: Collaborate with proposal teams to enhance workflows, reduce response times, and ensure high-quality submissions that contribute to achieving business growth goals.
  • Engage in Continuous Learning: Stay updated on industry trends, procurement practices, and competitor strategies, applying this knowledge to enhance GC&E Federal's capture and business development efforts.
