8:00am-5:00pm Monday through Friday (Onsite)
General Summary:
Under the direction of the assistant director, Health Care Internal Operations, manage the user software within the State Teachers Retirement System of Ohio (STRS Ohio) health care (HC) processing system. Serve as a subject matter expert for the health care operational processes, identify problems and make recommendations to address healthcare accessibility. Participate in the implementation of new health care legislation and board directives and assist with initiatives in Health Care Services.

General Summary:

Summary of Responsibilities:
- Lead partnership with Information Technology Services (ITS) staff developing technical specifications for health care processes and procedures, new legislation, board directives and process improvements. Lead staff through discussions including requirements gathering, testing, implementation and post-implementation efforts.
- Manage the submission, prioritization, investigation and resolution of all ITS health care tickets. Ensure tickets are tracked, prioritized and receive timely follow-up with ITS and appropriate users.
- Develop and document test scripts and outcomes, serve as the primary tester for system related efforts and oversee user testing of new initiatives and releases. Participate in projects involving health care plan administrators' technical teams to implement changes to daily eligibility reporting and resolve technical issues.
- Maintain detailed knowledge of health care operational business rules, processes and procedures to ensure thorough research and application is applied to user's processing system.
- Oversee and review HC Member Self-Service applications, ensure business rules and functionality are applied in a user-friendly manner.
- Lead the Health Care Services disaster recovery test efforts. Coordinate the effort with appropriate staff in Member Benefits and ITS as well as other STRS Ohio departments.

Summary of Qualifications:
- Bachelor's degree in business or related field required.
- Five years' experience developing technical specifications and conducting user regression testing required.
- Five years' STRS Ohio experience preferred.
- Effective in translating non-technical user needs into technical specifications. Ability to adapt to changes in technology, processes and regulatory requirements.
- Demonstrated initiative in identifying problems and presenting possible solutions.
- Excellent mathematical and analytical skills.
- Ability to work with and preserve confidential information required.
- Interpersonal skills necessary to deal effectively and courteously with internal and external contacts required.
- Excellent organizational skills and a high degree of accuracy and attention to detail required.
