Duties

Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

This position is in theTraining Services Bureau (TSB), Office of the Assistant Chief of Police forStandards and Training Operations, United States Capitol Police.

This position serves as aTraining Instructor responsible for instructing and delivering training inaccordance with the Department's regulations, law, policies and procedures. Primarily tasked with supporting in-service training, the instructor will alsobe expected to instruct throughout the TSB to include entry-level and specialtytraining, and to manage programs across the TSB.

Responsible for ensuring courses accurately meet current training standardsfound in industry standards, law, and policy.

Leads the development of course materials, including class syllabus and lessonplans. Utilizes knowledge of lessons learned, personal training, formaleducation, actual law enforcement experience, as well as current and futuretraining and operations requirements to assist in the development ofmission-based lesson plans, protocols, curriculum, and USCP law enforcementtraining doctrine to maximize the utilization of limited time and resources.

Responsible for developing, presenting, and evaluating law enforcement trainingcourses. Administers class curricula and coordinates trainingrequirements with all assigned units to ensure that requested law enforcementtraining needs are met promptly with existing resources. Analyzesrequirements, develops a training plan in concert with the priorities, andrecommends courses of action that maximize training impact within resourceconstraints. Prepares course outlines and daily lesson plans that areconsistent with overall course objectives. Provides instruction on topicswithin a general/specialized subject matter field, based on approved coursematerials and instructional plans consistent with the overall courseobjectives.

Determines and outlines coverage, specific goals, techniques, instructionalaids, and timing for each phase of the lesson. Deviates from daily lessonplans as necessary to adjust to changes in law enforcement procedures,equipment, and techniques. Researches and analyzes relevant case law for coursepresentations and evaluates and revises course content as necessary. Stays abreast of literature and other materials in assigned training areas;evaluates the potential of new materials and instructional aides; andparticipates in training workshops, seminars, and courses.

Researches emerging law enforcement technologies, practices, and techniques.Keeps abreast of changes in technology, training methodologies, law enforcementindustry standards, educational techniques, and training associated with lawenforcement operations. Conducts research and provides input to doctrinalrevision and development.

Applies in-depth research skills sufficient to provide problem-solvingassistance designed to improve training and cost-effectiveness. Participates in planning, analysis, and decision-making processes for overallobjectives, milestones, priorities, and administrative framework for thefunctional areas.

Monitors the progress of employees in the training environment. Evaluates andadvises on students' progress by observing the performance of students and bydeveloping and administering tests on materials studied. Recommends andexecutes remedial and/or corrective action for employees. Advises whentraining programs and lesson plans need to be revised or adapted to addresstraining failures. Rates and scores training participants and makes aninitial determination regarding whether they qualify or fail to qualify to meetthe Department's standards. The incumbent analyzes the results andexercises independent judgment and discretion in making recommendations tomanagement on training policies and procedures.

Assists with accreditations, advisements, and coordinating activities of thetraining mission function in an expanding curriculum trainingenvironment. Meets and collaborates with each unit, Section, Division, orBureau they assist with training, no less than twice yearly, to discuss andplan the curriculum, latest trends, and operational training needs of thespecialty units.

Performs administrative support training duties, as required, including classscheduling and coordination, recordkeeping, budget forecasting, and propertymanagement. Provides maintenance on training aid devices, facilities, andscenario training areas. Manages all assets of the TSB, includingtraining aid devices, equipment, and gear used to support programs. Ensurescommon areas of the training areas are stocked with required supplies and keptin presentable condition. Coordinates with leadership to schedule,utilize, and execute required training with all training aid devices,equipment, and gear.

Establishes and maintains content for simulator-based training aids, ensuringthey are utilized as a training tool for training.

Requirements

Must be a USCP sworn employee at the rank of Private First Class (PFC) or Technician. Officer must successfully complete a Federal Law Enforcement Training Accreditation (FLETA) accredited Law Enforcement Instructor Training Program (LEITP) or equivalent. If budget or availability restricts this requirement, the TSB will provide on-the-job training until such certification can be obtained. Officer must be able to work rotating hours and shifts to include weekends, holidays, days, evenings, and midnight when required. The work requires physical agility and dexterity.

In order to qualify, you mustmeet the education and/or experience requirements described below.

All applicants must meet the following eligibility factors in order to beconsidered for the position of Training Instructor.

1. Mustbe a USCP sworn employee at the rank of PFC or Technician by the closing dateof this announcement.

2. Must not be in restrictedleave status as of the closing date of this announcement.

3. Must be in full and unrestricted duty status as of the selection date unlessotherwise authorized by law (e.g., performance of duty injury, Family andMedical Leave Act (FMLA), or Uniformed Services Employment and ReemploymentRights Act (USERRA))

4. Must not have a sustainedCP-535 within three years of the closing date of the announcement.

5. Must possess and maintain avalid REAL ID U.S. driver's license.

All eligibility requirements must be met by the closing date of theannouncement.

Education

There is no education substitution for experience in this series and/or grade.

Additional Information

This position is non-exempt from the Fair Labor Standards Act overtime provisions. This position is not included in a collective bargaining unit. NOTE: An applicant may request to be removed from consideration by sending a written request to the Office of Human Resources (OHR). Selected candidates will be placed in a one-year probationary period following assignment. Selected candidates must pass all training or they will be considered for command directed reassignment outside of the TSB.

How You Will Be Evaluated

The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy. Phase II: KSA Assessment/Resume review - Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel. Phase III: Structured Interview. Candidates eligible for Phase III will be scheduled for an oral interview. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making their selection, the selecting official will review any available Department documents, to include application documents, each candidate's complete career disciplinary record, and results of selection process phases, and may, at their discretion, conduct additional interviews with all recommended candidates, if necessary. The selecting official may, at their discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters internally or externally. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police. The selection list will be valid for two years from the selection memo date.
