Job Description Summary
The Workforce Administrative & Policy Supervisor is a strategic leader and technical expert who oversees workforce operations, program policy, and One-Stop Operator responsibilities. This role supports the Workforce Director with policy interpretation, interagency coordination for the Colorado Department of Labor and Employment (CDLE) and the Colorado Department of Human Services (CDHS) programs, and management support. The position contributes to strategic planning, policy development, and program implementation, advising the Workforce Development Board (WCWDB), leading complex projects, and helping ensure innovative, compliant, and effective service delivery across ESWC. This position is in-person and requires a commitment to building strong community relationships and hands-on leadership, without consistent telework arrangements.

Job Description

Supervision (30%):
  • Directly oversees the Veterans Service Office (VSO) team, ensuring performance, compliance, and visibility across the county.
  • Provides leadership, guidance, and support to team members, maintaining high performance and compliance with County, State, and Federal program regulations.
  • Defines employee roles, appraises staff performance, and reviews program capacity, making recommendations for process efficiencies.
  • Sets expectations and performance standards, using unit productivity data to evaluate quality and timeliness.
  • Conducts team meetings, provides policy and procedural clarification, and delivers special instruction as needed for new rules or updates.
  • Ensures random quality assurance reviews are completed to assess accuracy and compliance with established standards.
  • Approves time sheets and leave requests based on workload and staffing coverage.
  • Participates in interviewing and hiring processes for new staff.
  • Analyzes customer flow and recommends staffing adjustments based on service trends.
  • Supports cross-functional initiatives and emerging priorities in alignment with ESWC goals and county objectives.
  • Champions operational innovation and continuous improvement efforts across workforce programs.


Workforce Board Support (30%):
  • Leads strategic planning efforts for the WCWDB and its committees, aligning board initiatives with local workforce priorities.
  • Oversees WCWDB meeting planning, structure, and reporting to support data-driven decisions.
  • Manages WCWDB member recruitment, outreach, orientation, and succession strategies. Provides technical advisement to the WCWDB on programmatic and policy matters.
  • Manages the execution and compliance of Memorandums of Understanding (MOUs) and Resource Sharing Agreements (RSAs) with mandatory and non-mandatory partners, ensuring cost-sharing transparency and regulatory compliance.
  • Facilitates collaborative service alignment across the one-stop system and drives improvements to customer-centered service delivery models.
  • Monitors ADA accessibility and recommends adaptive strategies.
  • Coordinates with County departments to resolve escalated facility-related issues.
  • Represents ESWC in regional and statewide workforce boards, coalitions, and initiatives.
  • Leads labor market data utilization and system-wide performance reporting to inform decisions.
  • Drives strategic initiatives to support innovation and service alignment.
  • Oversees the development of outreach materials and public communications.


Workforce Policy and Governance (30%):
  • Develops and implements local workforce policies in alignment with federal and state regulations.
  • Collaborates with leadership on compliance oversight efforts, including audit responses and monitoring reviews.
  • Interprets and applies regulatory guidance (e.g., Public Law, Program Guidance Letters). Collaborates with leadership and program managers to strengthen operational procedures.
  • Advises on policy implications for CDLE and CDHS programs and supports budget discussions to prioritize funding within program compliance.
  • Provides expertise and training of staff on workforce policy, workload management, and workflow efficiencies.


Other Duties as Assigned (10%):
  • Must adhere to established policies, procedures, and standards and ensure that oral and written directives, policy, and ordinances of Weld County are consistently and uniformly applied and reflect actual practice and current operating needs.

Required Qualifications
  • Bachelor's degree in public administration, business administration, workforce or economic development, or related field required or equivalent combination of education, training, and experience that demonstrates the required leadership competencies.
  • Minimum of three (3) years in a leadership role within workforce development, policy, or program administration.
  • Candidate must possess three (3) years of experience in the public assistance sector, including leadership or supervisory responsibility.
  • Candidate must possess a proven track record of successful team management, strategic planning, and operational leadership.
  • Candidate must possess an in-depth knowledge of workforce regulations, WIOA policies, and cross-sector workforce collaboration.
  • Candidate must possess exceptional communication, analytical, and leadership skills.
  • Candidate must possess experience in policy development, contract negotiation, and interagency coordination preferred.
  • Candidate must possess strong technical skills across Microsoft Office Suite, Adobe Acrobat, and visual communication platforms like Canva.
  • Candidate must possess the ability to keyboard at 40 words per minute.
  • Candidate must have a valid Colorado Driver's License and Liability Insurance.
  • Candidate must provide own transportation and be willing to travel throughout Weld County.
  • Candidate must pass Human Services Background Checks.
  • Candidate must possess proficiency in multiple computer programs and platforms; ability to learn and apply new technologies.
  • Candidate must possess strong written and verbal communication skills; ability to draft professional correspondence and reports.
  • Candidate must possess strong quantitative skills and the ability to analyze data for policy and operational decisions.
  • Candidate must possess problem-solving ability and independent decision-making in complex environments.
  • Candidate must possess the ability to thrive in high-volume, fast-paced, and dynamic work environments while maintaining professionalism.


Preferred Qualifications:
  • Extensive experience in developing and implementing workforce policies that align with federal and state regulations.
  • Demonstrated ability to collaborate with leadership on compliance oversight, including responding to audits and monitoring reviews.
  • Strong knowledge of regulatory guidance, such as Public Law and Program Guidance Letters, with a proven ability to interpret and apply policies to operational procedures.
  • Ability to keyboard at 40 words per minute.
  • Experience working with the Colorado Department of Labor and Employment Management Information System.

Work Environment:
  • Primary office location is the Greeley campus. May travel to meeting locations through the state.
  • Reliable, predictable in-person attendance within department business hours of 8:00 am to 5:00 pm Monday through Friday.
  • Attendance and active engagement in meetings and/or events outside of standard business hours required as appropriate.


This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
