Position Summary

Reporting to the Executive Director of Community Services, this is a senior professional position requiring extensive experience and leadership in project management. The Senior Project Manager will take a lead role in delivering key initiatives under the Community Services Division Enhancement Program (Program Summary set out within Appendix A). This Program focuses on enhancing the efficiency, transparency, and effectiveness of the development approvals process across Planning, Building Services, and related departments.

The Senior Project Manager will oversee a small, multidisciplinary project team and collaborate with department managers and staff to complete high-priority initiatives such as:
  • improving applicant navigation,
  • reducing approval timelines,
  • exploring technological innovations (e.g., AI compliance review),
  • enhancing interdepartmental coordination, and
  • strengthening performance measurement and customer service feedback systems.

In delivering the Program projects, the Senior Project Manager will be required to draft reports and other documentation for a range of audiences, research best practices both internally and externally, implement change management and agile project management principles, and engage with customers and developers.

Core Accountabilities

Manage and execute the Community Services Division Enhancement Program through agile project management practices, cross-departmental workshops and meetings, collaboration with a variety of stakeholders, and creation of standard operating procedures, workflows, reports and other documentation.
  • Lead implementation of cross-functional projects under the Division Enhancement Program, including creation of a new Development Support Services Department and Application Coordination Team.
  • Support digital transformation initiatives such as the AI E-Compliance Pilot and the Customized Circulation Area Mapping Service, in collaboration with the County's IT department.
  • Assist in the creation and refinement of customer service tools including infographics, process guides, and stakeholder engagement materials.
  • Collaborate with internal departments and external partners to improve customer experience across the development application lifecycle.
  • Undertake departmental process reviews across Planning, Building Services, Capital & Engineering Services, and Enforcement Services.
  • Oversee performance tracking tools and lead the development of a comprehensive list of metrics and data collection methods.
  • Ensure timely delivery of project outputs aligned with goals for approval efficiency, customer transparency, and application consistency.
  • Guide departmental integration efforts and cross-training initiatives as part of the structural changes proposed in the Program.
  • Engage regularly with stakeholders, including developers and municipal partners, to guide successful project outcomes.
  • Prepare updates and comprehensive reports to Council and senior management on the progress of the Enhancement Program and next steps.
  • Support the Executive Director in occasional presentations to Council, senior management, and other stakeholders.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and other people at or in the vicinity of the worksite while they are working
  • This position is eligible for remote work for up to two days per week.
  • Perform other duties and special projects as assigned.

Position Requirements

Completion of bachelor's degree or diploma, together with a project management certificate and a minimum of ten years of progressively responsible and diversified experience in project management experience is required.

Knowledge of government processes, structures, and legislative frameworks guiding community growth and development is considered an asset.
  • Able to exercise leadership without formal authority and have skills for delegation, negotiation, influencing and consensus building to coordinate work to meet objectives.
  • Demonstrate a high level of integrity and professional conduct, to protect privacy, use information appropriately and is perceived as consistent, neutral, and objective in business activities.
  • Demonstrate initiative and innovation to identify areas for improvement and implement appropriate changes as necessary.
  • Strong written and oral communication skills including the ability to appropriately gauge the needs of the situation and adapt the communication style accordingly.
  • Demonstrate confidence in advice given and complex decisions made and can support and justify these as required.
  • Demonstrate flexibility and adaptability to shifting priorities of the organization.
  • Proficiency in MS Office Suite.
  • Possess a valid class 5 driver's license.
