Description
This is a senior management position responsible for assisting the Chief Financial Officer in directing development, operation, administration and evaluation of Finance Department policies and staff. The Finance Director must exercise significant and independent judgement but receives general administrative direction from the Chief Financial Officer. This position will have complex administrative and management duties and responsibilities with regard to the Finance Department. Work involves advanced technical knowledge of financial analysis, reporting and problem solving.

- Reports to the Chief Financial Officer.
- Produces the City's Comprehensive Annual Financial Report and submits to the Government Finance Officers' Association for the Award for Excellence in Financial Reporting.
- Plans, organizes, reviews and supervises the work of the Assistant Finance Directors and Chief Accountant.
- Prepares the City's annual operating budget.
- Conducts internal audits and special projects as assigned by the Chief Financial Officer.
- Interacts and communicates with subordinates, department directors, and immediate supervisor and provides assistance to other departments.
- Ensures efficient functioning of the Financial Management Information System and establishes and monitors compliance with service standards.
- Attends and conducts meetings for management and staff to provide training in budget preparation, payroll reporting requirements, applicable rules, regulations and governmental accounting standards.
- Responsible for monitoring budget to actual account balances, notification of non-compliance to department heads and reviewing and approving budget transfer requests.
- Administration of the Eastern Shores Special Taxing Districts.
- Prepares Commission agenda items, including budget amendments for review by the Chief Financial Officer.
- Reviews all Munis transactions as assigned via workflow.
- Performs related work as required.
Minimum Qualifications
- Master's degree in Accounting. Must have six (6) years progressively responsible professional experience managing financial activities to include the preparation of monthly financial reports, accounting, budgeting, financial analysis, grants and supervisory experience. Government experience required. CPA preferred.
- Advanced knowledge of professional accounting principles and practices, office management, including governmental accounting.
Supplemental Information
- Directs and manages the Finance Department consistent with the City's goals and initiatives ensuring high quality customer service, professional standards and quality controls.
- Analyzes and monitors the outstanding and proposed long term debt to produce the lowest borrowing cost to the City.
- Prepares the City's annual operating budget.
- Advanced knowledge of research techniques and sources and availability of information applicable to area of assignment.
- Advanced knowledge of financial analysis techniques and financial reporting.
- Thorough knowledge and understanding of the operations of computerized accounting systems, and of personal computer operations.
- Advanced knowledge of applicable Federal, State, and City laws and regulations relating to departmental operations.
- Thorough knowledge of supervisory principles and practices.
- Advanced knowledge of departmental, legal, administrative and procedural regulations.
- Thorough knowledge of the principles and practices of modern office administration.
- Ability to carry out complex verbal and written instructions.
- Ability to communicate clearly and concisely, verbally and in writing to groups and individuals.
- Ability to establish and maintain effective working relationships with other employees, supervisors, departmental officials, officials of other agencies, and the general public.
- Ability to train, supervise and review the work of lower level accounting and clerical personnel.
- Ability to prepare required reports accurately, and in a timely manner.
- Must be physically able to operate a variety of types of office machines.
- Must be physically able to exert up to twenty pounds of force occasionally and/or up to ten pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.
- Work involves reaching, pulling, pushing, stooping, kneeling, crawling, crouching, and balancing, etc. for periods of time.
