POSITION TITLE: Director of Human Resources

REPORTS TO (TITLE): Chief Executive Officer

PAY RANGE: $100,000-$150,000 annually, DOE

LOCATION: Sacramento, CA (On-site)

The Human Resources Director is responsible for oversight and accountability for all functional areas of human resources agency-wide. The Human Resources Director manages and directs Sacramento Behavioral Healthcare Hospital's policies and procedures and operational systems that pertain to human resources management, including employment law compliance, employee relations, recruitment, compensation and benefits, employee engagement, performance management, employee development and training.

KEY RESPONSIBILITIES:
  • Department Management and Supervision: Oversight and accountability for all functional areas of human resources; direction and supervision of HR staff; strategic participation with agency leadership team; creation and administration of Human Resources Department budget.
  • Employment Law and Risk Management: Directs development and administration of human resources policies and practices in compliance with corporate objectives and all applicable state and federal employment laws. Works with Director of Performance Improvement on risk management and corporate compliance programs and strategies. Provides compliance guidance on non-employees, volunteers and other resources.
  • Employee Relations: Maintains a work environment of effective supervision and respect; provides guidance and direct oversight for corrective action/discipline, controversial and sensitive staff issues, investigations, and employee separations. Oversees employee relations in a union environment.
  • Benefits and Compensation: Oversees administration of all employer-provided and voluntary benefits, paid time off, leaves of absence, workers compensation, ergonomics/injury prevention, and employee assistance program. Oversees compensation functions including base salary structure, compensation law compliance, worker's compensation, job descriptions, and job codes. Provides input on budget regarding compensation.
  • Human Resources Administration: Oversees reporting of Human Resources activities, including reporting and analysis as needed, developing work flows and data processing systems for timely and accurate reporting meeting compliance requirements.
  • Recruitment: Oversees full range recruitment and hiring process, including supporting and training hiring managers. Provides leadership for long-range staffing planning.
  • Employee Engagement: Oversees interdisciplinary coordination and implementation of new employee onboarding; employee engagement and retention initiatives, communications, and appreciation and recognition initiatives.
  • Performance Management: Supervises development and practice of performance evaluation system; provides training and coaching for managers on performance management; oversees succession planning and leadership development initiatives.
  • Employee Development and Training: Oversees development and administration of training and employee development program in coordination with other leadership team members, including providing training, technical assistance, and professional and leadership development program for managers.

Requirements

Minimum Requirements:
  • Bachelor's Degree
  • Minimum five (5) years of related experience, with at least three (3) years at senior HR business partner level or equivalent.
  • Thorough understanding and working knowledge of Federal and State employment law.
  • Demonstrated knowledge of advanced human resources concepts, principles, and practices in all listed functions.
  • Working knowledge of financial systems and administration; facility with numbers and detail work as relates to budget.
  • Demonstrated experience and ability to effectively supervise and mentor HR staff and support the development and leadership of department managers.


Preferred Qualifications:
  • Master's Degree or equivalent preferred.
  • SPHR or SHRM-SCP certification preferred.
  • Experience working in health care industry strongly preferred.

  • Demonstrates knowledge of compliance issues within the behavioral and/or acute care hospital environment.
  • Demonstrates a willingness to report any incident that is unusual or incompatible with accepted clinic procedures.

  • Sensitivity to, and willingness to interact with, persons of various social, cultural, economic and educational backgrounds.
  • Proficiency with Microsoft Office applications including Outlook, Word, Excel and PowerPoint.
  • Strong organizational skills with ability to prioritize projects, work relatively independently, manage multiple tasks, and meet deadlines.
  • Strong written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Good judgment, problem-solving and decision-making skills.

Physical Requirements:

While performing the duties of this job, this position is frequently required to do the following:
  • Use standard office equipment and access, input, and retrieve information from a computer. Use computer keyboard with manual and finger dexterity and wrist-finger speed sufficient to perform repetitive actions efficiently for extended periods of time.
  • Communicate effectively in person or via telephone in a manner which can be understood by those with whom the person is speaking, including a diverse population.
