Position Summary
The Vice President, Government Affairs is a key voice in shaping Empower's impact on public policy, regulatory landscapes, and industry advocacy. This role is central to ensuring Empower's vision and goals are championed at federal, state, and local levels-connecting our innovative mission to the policymakers and legislation that define our future. With a deep understanding of the pharmacy sector, especially compounding and outsourcing, this leader bridges policy with purpose.
By influencing legislation, developing strategic advocacy, and building enduring relationships with government stakeholders, this position ensures Empower leads the conversation around access, affordability, and innovation. The Vice President will serve as both strategist and storyteller, articulating the importance of compounded medications and their role in transforming lives through personalized pharmaceutical care.

Duties and Responsibilities

Duties and Responsibilities
- Provides strategic leadership for all government affairs and public policy initiatives, ensuring Empower's interests are proactively represented in legislative and regulatory forums at the federal, state, and local levels.
- Designs, implements, and continuously refines comprehensive legislative strategies by drafting bills, conducting policy analysis, incorporating cross-functional feedback, and ensuring alignment with Empower's mission and business objectives.
- Monitors, analyzes, and interprets complex legislation and regulatory trends impacting the compounding pharmacy industry, translating implications into actionable recommendations for the executive leadership team.
- Advises the Chief Executive Officer and senior leadership on emerging public policy issues, serving as the primary liaison on legislative matters with the ability to influence outcomes through data-driven advocacy.
- Cultivates and maintains strong, long-term relationships with policymakers, legislative staff, government agencies, national and state pharmacy associations, and healthcare influencers to strengthen Empower's policy reach.
- Leads the execution of Empower's Congressional Compounding Pharmacy Visit Program and other legislative education initiatives, helping lawmakers understand the unique value of pharmacy compounding to patient care.
- Drives the planning and execution of grassroots advocacy campaigns, activating internal and external stakeholders to respond to key legislative threats or opportunities with urgency and precision.
- Partners with internal communications, legal, and marketing teams to develop and disseminate public policy content, including issue briefs, legislative alerts, web updates, and position statements that elevate Empower's voice.
- Oversees and manages the performance of external government affairs counsel and consultants, ensuring coordinated advocacy strategies and consistency of messaging across all levels of government engagement.
- Serves as Empower's representative at key public policy events, conferences, hearings, and coalition meetings, with the ability to present compelling testimony and thought leadership that shapes industry dialogue.

- Minimum of 15 years of experience providing leadership in government affairs, public policy, or healthcare legislation, with demonstrated success in advocacy, strategic policy development, and regulatory navigation.
- Requires a Juris Doctor or master's degree in public policy, law, political science, healthcare administration, or a closely related field.
- Certified Association Executive (CAE) preferred; Public Policy Certificate from a recognized institution preferred; Bar licensure strongly preferred.
