Bayhealth Medical Center is Central and Southern Delaware's healthcare leader with hospitals in Dover and Milford, as well as stand-alone Emergency Department in Smyrna and a hybrid Emergency Department and Urgent Care in Milton. SALARY RANGE: 89,273.60 - 138,361.60YEARLY
General Summary:
Provides functional, operational, and technical expertise in the analysis, maintenance, support, design, and implementation of HR, Payroll, HR Ancillary, and Timekeeping applications. Defines, streamlines, and automates key business processes by leveraging technological advancements in Business Process Management and Workflow tools. Models, simulates, monitors, and analyzes complex business processes. Evaluates and recommends technology solutions that will facilitate the accomplishment of the Bayhealth's business goals. Works on advanced, complex technical projects or business issues requiring technical or industry knowledge combined with business functional knowledge. Acts as the driving force behind HR system continuous improvement efforts.
Responsibilities:
1. Collaborates and supports the Human Resources department to implement optimal and efficient processes and interdependent workflows in compliance with organizational, state and federal ethics, and policies.
2. Analyzes business strategy, operations, and current technology architecture to develop options for best-in-class tools and technological solutions that will optimize the company's functions and business processes, and support business needs. Assists in providing a long-term strategic direction for Bayhealth's HR technology architecture.
3. Supports HR regarding enhancements, solutions planning, impact analysis, and risk assessment. Provides business cases and financial analysis to determine cost/benefit and ROI/ROA of proposed solutions. Works with internal partners to execute any organizational changes within the business and ensure all downstream impacts have been considered.
4. Works collaboratively with HR Leadership to recommend, champion, and gain approval of system changes and enhancements. Conducts process reviews, data audits, manages risk and issues, and works directly with HR stakeholders, other team members, vendors, and other departments to implement changes and achieve results within target scope.
5. Execute large complex technology projects ensuring appropriate project management, end to end analysis, development of options and recommendations, and implementation support is delivered.
6. Develops, tests, and implements new HR integrations, business process configurations, and complex, custom reports to achieve key business goals within the department as well to other Bayhealth departments in need of employment data
7. Implements all other approved changes, enhancements, and efficiencies of HR systems, integrations, and reports as requested. Monitors and supports existing HR integrations and reports to achieve key business goals.
8. Assists in implementation, process audit, and completion of annual, year-end, and other cyclical compensation, benefits, payroll and HRIS processes. Executes systems maintenance activities as needed, and other organization creation and changes.
9. Ensures system access and security and group assignments are established upon hire or changed according to role-based security guidelines.
10. Works with all areas of Human Resources as for system automation, configuration, problem-solving, and workflow troubleshooting, and solutions. Creates and updates documentation of business processes (see HRIS Data Policy) and work instructions for ease of understanding. Assists team members in identifying and creating necessary reporting, automating delivery where possible.
11. Enters any transactions (20+) and determine appropriateness/efficiency of manual entry versus upload. Create upload files to TST, test and audit data with peers, load to production when complete
12. Interprets and explains routine HR policies and procedures to Bayhealth employees. Advise management on the impact of the implementation of new rules, policies, and procedures on the system through communication and/or supporting data.
13. Provides and maintains workforce analytics and various reports based on business needs on a recurring basis utilizing a report scheduler.
14. Analyzes and interprets business process issues and make recommendations to for optimization. Document and map new and current processes, as well as review them on a regular basis.
15. Supports the movement of data between core HR systems and downstream systems including Payroll, Talent Acquisition, Employee Relations, and Total Rewards as appropriate.
16. Ensures technology business systems are defined, documented and produce repeatable, reliable results
17. Responsible for other special projects and operational improvements initiatives to optimize the delivery of HR services.
18. All other duties and special projects as assigned within the scope and range of job responsibilities.

Required Education, Credential(s) and Experience:
- Education: Bachelor Degree Information Technology; Or Bachelor's degree in Business Administration or related field.

- Experience: Required: 6 years of Human Resources Information system application experience and proven business outcomes.
