Description:
QED Systems, LLC, is currently recruiting a Senior Program Analyst, Acquisition, to join our team at Fort Belvoir, VA to support our Product Manager Force Protection Systems (PM FPS) contract.
The Acquisition Analyst serves as a program lead, providing senior-level acquisition and program management support to government Product Leads for one or more acquisition programs.

The Acquisition Analyst serves as a program lead, providing senior-level acquisition and program management support to government Product Leads for one or more acquisition programs.
Duties:
- Provide inputs and recommendations in the development of spend plans and provide data analysis and spreadsheets to assist in the management of the program.
- Perform research and analysis to develop supporting documentation for PM FPS to include such items as programming, Program Objective Memorandum (POM), Purchase Request Forms, and Business Management data calls task requirements in addition to preparing and submitting programmatic/budget data into designated acquisition and financial databases.
- Prepare and review acquisition documentation, reports, and briefings. Conduct technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
- Support the various PM FPS programs by providing support to product management teams in the areas of Acquisition, Risk Management, Technical Reviews, Technology Readiness Assessments, and other Department of Defense product management applications.
- Assist with conducting integrated baseline reviews, compliance integrated baseline reviews, compliance reviews and cost/schedule status report reviews as needed in support of PM FPS programs. Identify risks then develop, recommend, and implement risk mitigation solutions.
- Analyze engineering, logistics, budget, programmatic, and operations information and data in relation to program objectives, budgetary constraints, schedules and technical requirements to present project status, program accomplishments, long-term plans, and recommendations for PM FPS systems to meet life cycle performance requirements.
- Prepare fund requests and monitor program obligations and expenditures and provide input for preparation of Procurement and Research, Development, Test and Evaluation (P&R) forms.
Required Knowledge and Experience:
- Knowledge of laws, principles, policies and practices of system acquisition and program management.
- Knowledge and understanding of agency, DoD, Office of Management and Budget (OMB), and Congressional budget formulation and execution processes and the ability to assist other program managers and other analysts in the formulation of budget estimates.
- Knowledge of government contracting methods and types to formulate objectives and priorities when making recommendations or reporting information to inform senior leader decision making.
- Experience briefing top level management through various presentation methods (e.g. verbally, written correspondence, PowerPoint).
Specialized Experience (minimum of one year) performing the following duties:
- Executing cost, schedule, performance, and risk activities within the acquisition life-cycle framework.
- Tracking programs/project/contract status in areas of cost, schedule and performance is required.
- Preparing contract funding estimates for Continuing Resolutions (CRs) and for spend plan builds
- Coordinating acquisition support activities necessary to meet program objectives.
- Performing periodic reviews of financial execution to include obligations and expenditures.
Required Clearance:
- ACTIVE CLEARANCE LEVEL REQUIRED: Secret
Qualifications:
- Bachelor's degree required. Preferably in program management, engineering, systems management, business management, computer sciences, information management, or a related discipline.
- Eight (8) years of experience supporting DoD, three (3) as a practicing analyst within an acquisition program, and one (1) year of experience as the team leader of an acquisition project.
- An additional four (4) years of experience in a related field may be substituted for education.
- A master's degree or higher may be substituted for two (2) years of relevant experience if degree is in a related field.
Travel:
