Deputy Inspector General

Salary Range: $117,999 - $157,528/annually
General Description and Classification Standards
To ensure integrity of city operations, good stewardship of public resources, and to prevent conduct that undermines the public's trust in government, an effective Office of Inspector General (OIG) will help to build a strong, risk-resilient and transparent organization that fosters a culture of compliance throughout city departments. A strong office will provide a formal system to maintain operational integrity, efficiency, and transparency in all areas of city operations; will ensure the elimination of fraud, waste, corruption and abuse within city government; and uphold policies and procedures that prevent violations of laws and regulations, and internal policies and procedures. The OIG of the City of Atlanta is searching for an experienced and motivated deputy to help manage and develop the compliance unit of the newly created OIG. Duties will include, without limitation, investigating complaints or allegations of wrongdoing or misconduct by officials, employees, board members (voluntary or appointed), or contractors that involve or give rise to fraud, waste or abuse; developing OIG policies; assisting in the supervision of OIG staff, including in the planning and execution of case strategies; and cultivating relationships and developing resources within city departments and with law enforcement partners. In light of the position's oversight and coordination responsibility for all investigative matters related to the investigative function of OIG, this position is ideally suited for a candidate with significant experience conducting complex investigations and demonstrated leadership in a team setting. This is a highly skilled strategic and operation management position reporting to the Inspector General.
Supervision Received
Receives guidance from the Inspector General regarding, among other things, the overall OIG mission, short and long-term objectives, and unusual priorities, but have flexibility to set work methods, timetables, performance standards, etc.

Essential Duties & Responsibilities
- Assists in the hiring, development, and management of a team to support the mission of the OIG
- Helps build a comprehensive and independent compliance program to detect and prevent fraud, waste, corruption, abuse, and mismanagement
- Investigates complaints received
- Conceptualizes and executes proactive initiatives
- Helps prepare annual reports on the complaints received, investigations conducted, violations found, and enforcement actions closed by the OIG
- Drafts reports, subpoenas, hearing documents, reprimands, and other documents related to investigations and enforcement
- Assesses city operations to determine compliance risk
- Collaborates with city departments to manage compliance issues
- Develops and executes education/training campaign in the area of compliance and policy/processes
- Supervises, mentors, and evaluates the performance of OIG staff

Qualifications
Minimum Qualifications - Education and Experience
- J.D. required. Bachelor's degree required in political science, public administration, journalism or related field.
- Minimum of three years of litigation or investigative experience with extensive experience interpreting laws and rules.
Preferred Education & Experience
- J.D. required. Master's degree in political science, public administration, journalism or related field.
- Minimum of five years of litigation or investigative experience with extensive experience interpreting laws and rules.
