Description

The City of Wentzville is seeking a driven and knowledgeable Wastewater Systems Superintendent to oversee the operations of our Water Reclamation Center and related wastewater systems. This leadership position plays a critical role in ensuring regulatory compliance and the safe, efficient operation of wastewater collection, treatment, and biosolids management systems.

Reporting directly to the Director, the Wastewater Systems Superintendent will manage a range of programs, including lift station operations, the FOG (Fats, Oils, and Grease) program, the Industrial Pretreatment Program, and biosolids disposal. This position is responsible for ensuring compliance with all city, state, and federal environmental regulations and for cultivating positive relationships with regulatory agencies.

Essential Job Duties
  • Ensure compliance with City/DNR/EPA regulations, including Industrial Pretreatment, Treatment Plant discharge limits, Biosolids, and Fat, Oil, Grease Interceptor inspection programs.
  • Under the direction of the Director of Utilities,oversee the pretreatment program and professional services to ensure compliance with pretreatment standards and regulations and enforce such regulations as needed to protect the POTW, the environment, and the health and welfare of the public. Serves as the city's Pretreatment Coordinator. Manage routine and special inspections; implement preventive maintenance of plant and lift station facilities and equipment to ensure efficient and safe operations.
  • Select, train, and supervise all assigned staff, including planning and directing tasks, coordinating assignments, continuously evaluating work, and providing leadership, mentoring, and coaching for staff development.
  • Coordinate all departmental staff and activities as required to align with the organization's initiatives and to achieve the team's goals and objectives.
  • Identify areas for process improvement and potential implementation of innovative practices, recommending changes to existing policies and procedures as appropriate within the guidelines and goals established.
  • Provide technical expertise to the team and the department as required, providing input into complex departmental and organizational issues; collaborate with the Director as necessary to formulate solutions to issues that arise.
  • Establish and direct a culture of empowerment and innovation, championing ideas within the department and removing any obstacles that arise, and guiding the work of department members to align with organizational initiatives.
  • Participate in wastewater system infrastructure planning, design, and construction oversight.
  • Ensure response to urgent, emergency, and disaster-related conditions on a 24-hour basis to protect the community and deliver uninterrupted wastewater services in a safe and efficient manner.
  • Develop and maintain routine and emergency Standard Operating Procedures.
  • Ensure implementation and documentation of training, including Safety Training for all areas of the division.
  • Approve and track purchase requisitions; monitor purchases for compliance with the budget, specifications and purchasing policy.
  • Approve departmental expenses, making recommendations on discretionary matters as appropriate.

Qualifications

Job Qualifications - Education, experience, and training that are required or desirable in order to effectively perform the job at the time of hire. An equivalent combination of education, training, and experience will be considered. Additional requirements and/or substitutions may be requested and require the approval of HR.
  • Bachelor's degree in related field required.
    • Prior experience in the field may be considered in lieu of a degree.
  • Minimum of six years of progressively responsible experience in laboratory testing, and in the operation and maintenance of wastewater systems for permit compliance, is required.
  • Additional job-related advanced degrees or certifications may be considered in lieu of experience.
  • Minimum of 3 years of responsible management experience in an agency of similar size and complexity.
  • Prior Industrial User pretreatment program oversight and DNR Pretreatment training preferred.
  • Certifications preferred, or ability to obtain within 180 days of employment required:
    • Class B CDL.
    • DNR Class A Wastewater Treatment required.
    • Hazardous Spill Response
    • NIMS Type 4 Incident: ICA-100, ICS-200, IS-700
    • Work Zone Safety
  • Valid driver's license required.
  • Certification in MWEA Class A Wastewater Collections preferred.

Knowledge, Skills, and Abilities - May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with this position.
  • Knowledge of chemical and biological processes and regulatory compliance involved in meeting pretreatment standards and treatment of wastewater to meet effluent limits.
  • Knowledge of machinery, specifically electrical and mechanical equipment essential to modern wastewater treatment plant and pump station operations.
  • Knowledge of wastewater SCADA system operations.
  • Ability to provide exceptional service to internal and external customers.
  • Ability to manage and monitor division operations and services and implement procedural changes as needed to improve workflow and productivity.
  • Ability to communicate effectively and professionally with supervisors, subordinates, co-workers, and customers by telephone, in writing, and in person.
  • Ability to develop goals and plans to prioritize, organize, and accomplish work for self and others, as well as concentrate on multiple tasks simultaneously.
  • Ability to work collaboratively in a team environment.

  • Proficiency in the use of basic business software (word processing, spreadsheets, email, presentations) and basic office equipment.
