Position Overview

The Illinois Department of Human Services (DHS) Division of Developmental Disabilities (DDD) is seeking to hire an energetic and detail-oriented Manager to oversee the operations of the Technical Assistance Unit within the Bureau of Community Services and Programs. The Manager is responsible for assisting customers statewide with resolving their questions, concerns, and/or issues regarding Developmental Disabilities delivery in a professional, respectful, positive, and culturally sensitive manner. Taking a holistic approach to this role, the Manager will be expected to engage staff, individuals, families, guardians, advocates, and stakeholders regarding Developmental Disabilities service delivery to promote DHS and DDD's commitment to racial and social justice, culturally sensitive services, inclusion, and diversity. Additionally, the Manager will analyze the efficiency and effectiveness of the Unit's policies and procedures, providing recommendations for continued quality improvement. The Division of Developmental Disabilities is one of six divisions within the Illinois Department of Human Services.

Essential Functions

  • Serves as Technical Assistance Unit Manager.
  • Directs, develops, and controls routine and ad hoc quality assurance activities.
  • Serves as full-line supervisor.
  • Travels extensively, including overnight stays, to represent the Division Deputy Director at meetings, conference, retreats, and/or other forums (internal and external to Department of Human Services (DHS).
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
  • Requires three (3) years of progressively responsible administrative experience in health or human services organization.


Preferred Qualifications

  • Three (3) years of professional experience resolving questions, issues, and concerns of stakeholders and/or customers in a professional, respectful, positive, and culturally sensitive manner.
  • Three (3) years of professional experience managing multiple projects or tasks simultaneously with accuracy and attention to detail, mitigating challenges or delays as they arise, communicating effectively and accurately about challenges, and meeting project deadlines.
  • Three (3) years of professional experience in conducting performance management and continuous quality improvement activities for a public or private business organization to analyze and evaluate efficiency and effectiveness, generate corresponding tracking systems, statistical and/or written reports, and recommend quality assurance changes because of those activities.
  • Three (3) years of professional experience communicating clearly and effectively, orally and in writing, with small and large stakeholder audiences.
  • Three (3) years of professional experience planning, controlling, and implementing trainings, events, and retreats for a public or private organization.
  • Three (3) years of professional experience working with state and federal requirements, service delivery objectives and goals, program activities, and operational systems of a public or private organization.
  • Three (3) years of professional supervisory experience assigning work, providing guidance and feedback to subordinates, training and developing staff, recommending discipline, and preparing and signing performance evaluations.
  • Two (2) years of professional experience working with individuals with Developmental Disabilities.
  • One (1) year demonstrating commitment to racial and social justice, culturally sensitive services, inclusion, and diversity in a professional setting.
  • One (1) year of experience in Microsoft Office Suite 365 (e.g., Word, Outlook, PowerPoint Presentation, Excel, Access, OneNote, Publisher, Visio, SharePoint and Teams), and in Adobe Acrobat Pro, graphs, charts and two-dimensional.


Conditions of Employment

  • Requires the ability to travel extensively, including overnight stays.
