Summary
Summary: Under the general direction of the Finance Director or designee, the Financial Reporting Manager manages, supervises, and coordinates the City's financial reporting functions, including preparation of the Annual Comprehensive Financial Report (ACFR), Popular Annual Financial Report (PAFR), and other financial statements. This position ensures compliance with Governmental Accounting Standards Board (GASB) requirements, Generally Accepted Accounting Principles (GAAP), and applicable laws. The role provides critical support in the City's finance and budget functions, audit coordination, and internal financial reporting. This position supervises professional and senior accountants and plays a key role in ensuring transparency, accuracy, and accountability in the City's financial disclosures.

Essential Job Functions & Other Important Duties
Essential Job Functions:
- Assumes management responsibility for assigned services and activities of the Finance division including financial reporting, revenue & receivables, grants & contracts, inventory and fixed assets functions and various general ledger reconciliations.
- Oversees, manages, and prepares the Annual Comprehensive Financials Report (ACFR), including all schedules and disclosures as required by the Government Finance Officers Association (GFOA's) Certificate of Achievement for Excellence in Financial Reporting.
- Manages the preparation and submission of the City's Popular Annual Financial Report (PAFR), TIRZ Annual Reports, Type A/B annual reports, and any other interim financial reports, including but not limited to, board reports, council reports, ad-hoc financial reports, in compliance with GASB and GAAP standards.
- Serves as the primary contact for external auditors; coordinates year-end audit activities and prepares audit schedules and workpapers.
- Reviews, analyzes, and ensures the accuracy of general ledger transactions and financial data.
- Develops and maintains accounting policies, procedures, and internal controls related to financial reporting.
- Reviews internal controls for accounting processes and procedures and recommends changes and improvements.
- Coordinates month and year-end closing processes; ensures deadlines and reporting requirements are met.
- Oversees the reconciliation of complex accounts and ensures discrepancies are resolved timely.
- Acts as the Finance Department's accounting and financial reporting expert providing technical accounting guidance to City departments and staff.
- Interprets and implements new Government Accounting Standards Board (GASB) and other authoritative standards.
- Ensures data integrity and accuracy in financial systems and assists in system enhancements or implementations.
- Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned activities, recommends and administers policies and procedures.
- Monitors and evaluates the efficiency, quality responsiveness and effectiveness of assigned service delivery methods and procedures.
- Consults with city departments and divisions on matters including financial accounting, internal control, cost analysis and accounting procedures.
- Recommends appropriate services and staffing levels.
- Plans, coordinates, and reviews the work plan for assigned employees to include work activities, projects and programs.
- Meets with assigned staff to identify and resolve problems.
- Assists in the development of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures.
- Assists in the preparation of the City's annual budget as assigned; performs budget analysis and reviews; prepares and reviews final documents and contracts.
- Prepares budget reports, reviews trial balances and general ledger activity, including any adjustments to journal entries.
- Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to the accounting program, policies and procedures based on results.
Other Important Duties:
- Supports the development and submission of schedules and documentation for bond disclosures and other regulatory filings.
- Participates in finance-related projects and process improvement initiatives.
- Attends professional development training, workshops, and conferences to remain current on financial reporting standards.
- Performs other related duties as assigned.
- Regular and consistent attendance for the assigned work hours is essential.
Job Requirements
Knowledge, Skills, and Abilities:
- Knowledge of Governmental Accounting Standards Board (GASB) requirements and Generally Accepted Auditing Principles (GAAP) related to municipal finance administration and program development.
- Knowledge of Federal, State and Local financial policies, laws and regulations, including tax laws.
- Knowledge of accounts payable and accounts receivable, financial reporting and complex general ledger systems.
- Knowledge of computers and related equipment, hardware and software for development and tracking of payroll, accounts payable and receivable, tax preparation and journal entries.
- Knowledge of municipal audit practices and procedures.
- Knowledge of City policies and procedures.
- Skill in effective oral and written communications.
- Skill in tracking, monitoring, and reviewing reports of payroll, annual leave, long and short-term disability, worker's compensation, health insurance plans, and other ongoing payroll expenditures.
- Skill in planning, developing, and implementing departmental procedures and objectives.
- Skill in effectively supervising and delegating duties to assigned staff.
- Skill in resolving customer complaints and concerns.
Education, Experience, and Certifications/Licenses:
- Bachelor's degree in accounting, finance or related field and five (5) years of increasingly responsible accounting experience including three (3) years of administrative and supervisory responsibility in accounting or related function or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
- Preference given to individuals with audit and governmental fund accounting experience.
- Must pass a pre-employment drug screen, criminal background check and MVR check.
- Must possess State of Texas Driver's License.
