Job Description
The Senior Manager of Performance Management and Analytics will lead efforts to measure, analyze, and optimize IT performance across the department. This role is responsible for developing and implementing performance frameworks, establishing key performance indicators (KPIs), and delivering actionable insights to drive strategic decision-making. Reporting to the Senior Director of IT Strategy and Performance, this position plays a critical role in ensuring departmental accountability and continuous improvement.
This role will be instrumental in building a data-driven culture within the IT department, providing leadership with the insights needed to optimize resource allocation, improve service delivery, and demonstrate value to our business stakeholders.
Key Responsibilities
-Design and implement comprehensive performance measurement frameworks aligned with departmental strategic objectives.
-Establish, track, and report on KPIs to evaluate service delivery, operational efficiency, and strategic initiative progress.
-Lead a team of analysts in collecting, validating, and analyzing performance data across IT functions.
-Develop executive dashboards and reporting systems that provide clear visibility into IT performance.
-Partner with IT leaders to identify performance trends, gaps, and opportunities for improvement.
-Facilitate data-informed decision-making through regular performance reviews and targeted analyses.
-Ensure alignment with industry best practices for performance reporting requirements and standards.
-Collaborate with internal IT teams to develop performance metrics for initiatives.
-Provide expertise in performance analytics methodologies and best practices.
-Build the department's capabilities in data visualization and performance analytics.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
