Job Summary
Under the direction of the Director, Internal Audit Unit, serving as the Chief Audit Executive (CAE), the Principal Auditor will serve as a lead auditor, responsible for planning, executing, and overseeing complex audits, risk assessments, and compliance reviews across LAHSA's operations. This position plays a crucial role in ensuring effective internal controls, strong risk management, and adherence to regulatory and funding requirements to maintain the integrity, transparency, and accountability of the organization's financial and operational activities.

LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 6% of the employee's salary with a qualification date of 500 hours or 6 months after the date of hire.
Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.
Time Off Administrative Leave
Chief Executive Officer, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.
Vacation
Vacation is earned according to each month of service commencing with the employee's initial date of hire.
Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.

- Lead and coordinate complex audits, reviews, and risk assessments, ensuring thorough evaluation of LAHSA's financial, operational, and programmatic activities.
- Develop and implement audit methodologies that align with industry best practices and regulatory expectations.
- Ensure that audits adhere to professional auditing standards while identifying areas for internal control improvements and recommending corrective actions.
- Guide and mentor audit team members by providing technical expertise and support on audit processes, ensuring high-quality execution.
Risk Management & Compliance:
- Assess and evaluate organizational risks, ensuring effective internal controls are in place to mitigate fraud, waste, and inefficiencies.
- Review compliance with federal, state, and local laws, regulations, and funding requirements to protect the organization's financial integrity.
- Work with Risk Management and Legal teams to support the development of risk-mitigation strategies and policy improvements.
- Identify emerging risks and operational vulnerabilities and provide proactive recommendations for management.
Reporting & Strategic Recommendations:
- Prepare and present detailed audit reports highlighting key findings, risks, and recommendations to senior leadership and the audit committee.
- Collaborate with department heads and external stakeholders to develop actionable solutions that enhance efficiency, transparency, and accountability.
- Monitor and track audit findings to ensure timely resolution and process improvements.
Stakeholder Collaboration & Advisory Role:
- Act as a subject matter expert on internal controls, governance, and compliance, providing strategic insight to the Director, Internal Audit Unit serving as the CAE.
- Promote a culture of ethical integrity, continuous improvement, and strong financial stewardship across LAHSA.
Knowledge, Skills & Abilities
Knowledge, Skills and Abilities:
- Extensive experience in internal auditing, risk management, and compliance, preferably within a government, nonprofit, or public sector setting.
- Strong communication and interpersonal skills to effectively engage with internal and external stakeholders. Excellent analytical, problem-solving, and decision-making skills. Strong knowledge of audit standards (e.g., GAAP, GAGAS, OMB Circulars, GAAP, GAAS, IIA standards, and IPPF), and federal, state, and local regulations impacting non-profit organizations and government entities.
- High ethical standards with a commitment to integrity and transparency in all actions.
- Ability to work independently and as part of a team in a collaborative, multi-disciplinary environment.
- Proven ability to lead complex audits and provide expert guidance without direct HR supervisory responsibilities.
- Strong organizational skills with strong attention to detail.
- Intermediate level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook)

Training & Experience
Training & Experience
- At least 7-10 years of audit experience in a complex, dynamic environment, including supervisory or leadership roles.
- Professional certifications such as CPA, CIA, CFE, or CISA is highly preferred.
- Experience in governmental or non-profit auditing is strongly preferred.
- Demonstrated expertise in risk management, internal controls, compliance auditing, and financial audits.
License Requirement
- A valid California Class C driver's license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.
Schedule
- The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA's business needs.

Vacation

- Less than three (3) years of employment, eighty (80) hours per year.
- Three (3) to six (6) years of employment, one hundred twenty (120) hours per year.
- More than six (6) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than seventy-two (72) months of employment. This vacation accrual is capped at thirty (30) workdays per year
Sick Leave
