Summary
This position provides high level programmatic oversight for the City's comprehensive transportation system. This includes technical transportation engineering review, analysis and design, and project and program management, including community engagement.
Job Duties and Responsibilities
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Prepares special transportation engineering studies and reports including parking studies, pedestrian, and bike infrastructure studies, intersection and pedestrian crossing evaluations, high accident location analysis, and studies concerning traffic conditions in neighborhoods and around schools; performs special assignments on engineering problems, as necessary; prepares specific studies for City Commission and community presentations.
Works collaboratively with neighborhoods and community groups to determine transportation solutions that help to enhance the quality of life of the neighborhoods.
Provides high level and responsive customer service on sensitive traffic problems and neighborhood concerns; receives, reviews, and investigates requests for traffic mitigation in neighborhoods, signing requests, speed limit adjustments, and safety devices; coordinates traffic studies, analyzes findings, and prepares reports, recommendations, and follow-up communication and education to the community.
Provides project management and delivery of design and construction projects.
Conducts project inspections and reviews, and processes contractor pay requests and/or change orders, as well as administers the requirements of the contract documents during the life of the project.
Administers and reviews outside consultant contracts for design and project development and in-house projects for Public Works in accordance with general engineering principals and Public Works policies.
Assists in the creation of project scopes and cost estimates for various projects.
Plans, designs, and prepares construction plans and specifications in compliance with Public Works standards. Reviews and revises project "front end" documents for bidding purposes.
Develops design concepts; prepares drawings/schematics, specifications, bidding documents, contracts, and cost estimates for Public Works projects; coordinates design and construction surveying and serves as project manager/administrator on Public Works projects as assigned.
Analyzes the technical aspects, anticipated impact, and feasibility of proposed projects.
Assists and provides City staff with the necessary electronic files/data needed to produce digital maps, surveys, engineering drawings, and special database reports for Public Works.
Assists in the supervision and coordination of work for drafting and engineering staff.
Assists with the preparation of City Commission recommendations, ordinances, and resolutions for Public Works items related to transportation.
Assists in the preparation of the Public Works budget.
Participates on the City's Hurricane Damage Assessment Team to help facilitate in recovery efforts following a natural disaster.
Conforms with and abides by all regulations, policies, work procedures, and instructions; all safety rules which includes wearing and using all appropriate safety equipment.
Prepares for and presents transportation projects and programs to neighborhoods.
Assists with the preparation and processing of grant applications.
Performs other related duties as assigned.
Qualifications
Bachelor's Degree in Civil Engineering or related field.
Professional Engineering License in the state of Florida within one (1) year of hire.
Seven (7) years of progressive experience in the planning, design, and construction of public sector projects, including at least three (3) years with specific transportation planning and or /traffic engineering experience.
Valid Florida Driver's License.
A comparable amount of training or experience may be substituted for the minimum qualifications.

SICK LEAVE: 110 hours annually.

DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.
TUITION REIMBURSEMENT: $2,000 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.
CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.
