Brief Job Description:

The CCI Manager IV, Child Care Investigations Division, is responsible for coordinating the continuous quality improvement efforts related to CCI investigations. The position directly supervises Complex Investigation Division staff. The position is responsible for ensuring compliance with Texas Family Code, Texas Administrative Code, DFPS Policy, and Foster Care Litigation Remedial Orders. The position is responsible for identifying trends and patterns related to risk and safety for children in out-of-home care settings and developing strategies to enhance the safety of children. The CCI Mgr IV coordinates with state office divisions and regional staff to promote consistency and skill building in investigations. The CCI Mgr IV will work with CCI Leadership as well as other CCL Mgr IVs, Program Specialist, and Regional Systems Improvement to identify and correct trends and factors impacting Abuse/Neglect Investigations; help identify trends and patterns in childcare operations that contribute to the occurrence of high-risk incidents; and develop reports and present recommendations to CCI management. The position interacts routinely with DFPS staff including CPI state office senior management, Strategic Operations, regionally-based Program Administrators, and other regional staff in both the day care investigation and residential child care investigation programs.

Essential Job Functions:

Manages and oversees the CCI Complex Investigation Division Complex Investigation Analysts. Supervises staff conducting reviews and providing analysis and consultation on complex, sensitive, high-profile cases as it relates to risk assessments and child safety issues. Provides analysis in person and in writing on complex investigations (30%). Directs, plans, implements, and monitors regional initiatives relating to risk assessments, child safety and program initiatives (20%). Plans, promotes, and encourages the professional growth and development of Child Care Licensing staff as it relates to risk assessment and child safety (20%). Evaluates agency and regional needs and assists in the development of resources to enhance risk assessment and investigations of facilities regulated by Child Care Licensing (10%). Trains staff in enhanced investigation techniques (10%). Develops and oversees the reviews and analysis of legislation which impacts investigations, prepares responses to legislative inquiries, and assists with implementation legislation (5%). Represents CCI interests at meetings, conferences, seminars, or on panels and committees as needed (5%). Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.

Knowledge of childcare investigations required, specifically knowledge of child day care and residential child care systems in Texas.
Knowledge of CCI policies, procedures, mission, and direction of the program.
Knowledge of federal, state and local laws related to child day care and residential childcare investigation.

Initial Screening Criteria:
Education: Education: Experience in the management of a business function, division, or department relevant to the assignment. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
Experience: Five years of full-time managerial work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or investigative program operations where a wide range of demands are involved. This experience must be in DFPS Investigations (Child Care Investigations, Child Protective Investigations, Alternative Response, or Special Investigations) or Child Protective Services
Preferred: Experience with child-care licensing or a closely related field. At least three years of the required managerial experience includes supervision of manager level staff.
