You will oversee the construction project team in Parks and Recreation. As a key member of our supervisory team, you will oversee a group of design and construction project managers working on all phases of project management from concept through execution. You will lead the team as they work with the public to create opportunities for people to connect with nature and enjoy recreation opportunities in their community. You will influence the Parks Department's 10-year capital projects list of park and trail improvements. We do everything from sidewalks, ponds, amphitheaters and playgrounds to community centers.

You will need to be a team player and great communicator who can work with consultants, contractors, elected officials, other jurisdictions, the general public, and across division and department boundaries. As a strategic leader with a proven track record and developed skills in complex capital planning, your solid technical understanding of park and trail development, engineering and permitting, contracting, budgets, process improvement, and construction will be critical to your success.

Core Daily Responsibilities:
  • Assist with the development and implementation of strategic direction and guidance to construction project managers work unit. Assist with the development of performance standards and measures for unit, individuals and project work team.
  • Recommend and oversee the development and implementation of policies and procedures for work unit.
  • Serve as technical subject matter expert in assessing physical solutions to assigned project types.
  • Assist in the development and preparation of the biennial capital improvement program requirements and budgets, to include project development, estimating costs, estimating budget requirements and initiating approval of projects.
  • Act as project manager for programs with multiple dimensions, projects and complexity. Provide technical expertise and project management of highly visible, technically complex and politically sensitive projects.
  • Provide technical expertise in the evaluation and analysis of complex, sensitive and political issues.
  • Assist with capital development grants, grant tracking and reporting
  • Develop and maintain records and reporting systems per county, state, and federal guidelines, providing for proper quality control.

Qualifications
Minimum Qualifications:
  • Bachelor's degree in architecture, construction management, civil, mechanical, or electrical engineering, project management, landscape architecture, business or public administration or closely related field from an accredited college or university; and,
  • Five years of increasingly responsible experience directly related to the position, to include
  • Two years of supervisory/lead experience.
  • Additional education and experience which clearly indicates the ability to perform the essential functions of the classification may substitute on a year for year basis.

Preferred Qualifications
  • Design and development of special use facilities such as parks, trails, and active transportation.
  • Experience in CAD, Revit, Bluebeam, and other technical resources.
  • Experience working with the public and elected officials


Special Requirement/Qualifications
  • Ability to successfully complete and pass all required background investigations prior to employment including fingerprinting.
  • Must possess a valid Washington State Driver's license, or the ability to obtain the license within 30 days of employment or otherwise meet the travel requirements of the position.

Our benefits:

Vacation (Annual Leave)
After approximately six months, employees receive six days of vacation leave.
Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows:

During years 8-13, 20 Days
During years 14-18, 23 Days
During years 19, 24 Days
During years 20, 25 Days
During years 21, 26 Days

A maximum of 45 days may be carried from one year into the next.

Military Leave:
Pierce County has a proud history of supporting the armed forces and provides members of the armed forces with up to 21 days paid military leave per state fiscal year.

Holidays:
Some full-time employees are entitled to eleven paid holidays as follows:

Personal Holidays:
Regular full-time and regular part-time employees, and employees occupying limited duration positions, shall also receive two additional paid personal holidays. Paid personal holidays shall only accrue for those employees on County payroll as of January 1 of each year or the first work day following January 1 and must be taken during the calendar year in which it was accrued.
Furlough:
Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.

Sick Leave:
Sick leave accrues on a bi-weekly basis, at the rate of one day per month.

Employees are eligible to enroll each year in a flexible spending plan, which enables them to use tax-deferred dollars toward their health care and dependent care expenses. Retirement and Deferred Compensation:
Pierce County employees are members of the State of Washington's Department of Retirement System (DRS) and depending on the position or previous DRS enrollment will be able to enroll in one of many programs DRS offers. For additional information, check out the web site.

Employees also have the ability to participate in the Nationwide Deferred Compensation Plan. This is a supplemental retirement savings program that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security:
All Pierce County employees are covered by the federal Social Security and Medicare systems. The county and the employee pay an equal amount into the system.
