Summary

Under the direction of the Police Chief, serves as Patrol Lieutenant for the Police Department, supervises assigned personnel, serves as Acting Chief of Police in the Chief's absence, and performs related duties as required. Has cooperative authority for administration of discipline or corrective action except as limited by City administrative policy and/or ordinances.
Essential Duties and Responsibilities

    • Typically in uniform and actively monitors radio traffic and routinely responds to calls to monitor the actions of his/her direct reports, to include covering shifts and officers as needed.
    • Routinely offers critical and accountable advice, direction, correction, remediation and development to his/her direct reports.
    • Proactively identifies the needs of the Department and develops and implements plans to address any need.
    • Is fluent in the statistical data that drives the operational aspects of the Department.
    • Plans and supervises operational scheduling, activities, and services within the patrol division. This should include backfill considerations; days off (sick, vacation, workers comp, administrative leave, military leave; position vacancies and training.)
    • Participates as a member of the Chief's management staff in setting policy, procedure and direction for the department.
    • Oversees and manages promotional selection and hiring procedures.
    • Participates in the planning and execution of Patrol's training needs.
    • Participates in the preparation and control of the patrol categories of the departmental budget.
    • Represents the Chief of Police at a variety of departmental, community, governmental, and nongovernmental agency meetings and City Council meetings, as needed.
    • Interacts with other City departments to further the City's goals.
    • Vigilantly searches for the needs of his reports including vehicles, equipment, development needs and peer support.
    • Analyzes, issues, and prepares written reports and correspondence for internal and external use. This includes review of use of force, pursuit, and OIS investigation.
    • Coordinates major emergency situations and life-threatening incidents.
    • Receives complaints or reports of police conduct and determines the need for departmental action.
    • Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment.
    • Ability to operate all police equipment; to include emergency vehicles, firearms and less-lethal weapons, body worn cameras, restraint devices, and de-escalation and intervention devices.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Mission, polices, goals and procedures of the City of Fort Lupton.
  • Federal, state, county and municipal laws, statues, ordinances, rules and regulations pertaining to law enforcement.
  • Principles, practices and methods of police administration, including organizational development, management, budgeting, employee supervision and training.
  • Police operations and standards.
  • Principles, practices and methods of emergency/disaster management.
  • Law enforcement principles, methods, techniques, and practices including investigation, intelligence, surveillance, communications, community relations, patrol, traffic control, records management, report preparation, custody of persons and property, and crime prevention.
  • Equipment used in laws enforcement, including weaponry, communications, personal computers and automotive equipment.

Experience in:
  • Enforcing municipal, county, state and federal laws and ordinances.
  • Reviewing incident reports prepared by police officers for accuracy, completeness and appropriateness of actions.
  • Handling criminal cases.
  • Securing and managing grants.
  • Developing/implementing policies and procedures to advance the department's mission, goals and objectives.
  • Developing and monitoring patrol categories of the budget.
  • Resolving conflict.
  • Interpreting, understanding, and following complex statues, ordinances, regulations, standards and guidelines.
  • Supervising patrol employees and supervisors.
  • Communication skills in person and in writing.
  • Establishing and maintaining effective working relationships with City officials and employees, other agencies, media and the public.

REQUIRED QUALIFICATIONS

Education, Certifications and Experience:
  • At least two (2) years of Law Enforcement Command-level experience.
  • At least fifteen (15) years of total law enforcement experience; to include patrol, field training, supervision, and command.
  • Good standing with current or most recent law enforcement agency.
  • 800 hours of law enforcement training.
  • BS/BA in criminal justice or police administration preferred.
  • Completion of a command level training program (Northwest University School of Police Staff and Command, FBI National Academy, or equivalent).
  • Train-the-Trainer.
  • Current Colorado P.O.S.T. Certification in good standing, or able to obtain.
  • Valid Colorado Driver's License.

Working Environment/Physical Activities:
  • Perform physical requirement of walking, standing, running, stooping, kneeling, reaching, pushing, pulling, lifting, grasping, crawling, bending, climbing, feeling, talking, seeing (includes distinguishing color), hearing, repetitive motion and motor skills to operate equipment.
  • Ability to pass a vision, hearing, psychology, drug screen, truth verification and physical examinations provided by the City physicians.
  • Lift/carry up to 60 pounds and occasionally lift/carry over 100 pounds.
  • Ability to work in all weather conditions.
  • Possible exposure to violent, armed and infectious persons.
  • Possible exposure to fumes, airborne particles and other potentially hazardous situations.

Other Qualifications:
  • Ability to pass a firearms proficiency qualification as required by Department Policy.
  • Ability to pass background investigations and testing.
  • Reside within sixty (60) minutes commuting distance of the Police Station.

Supplemental Information
SELECTION PROCESS

Applicants must complete the Police Officer selection process, with the modifications outlined below.
  • Written examination which evaluates report writing, English language proficiency, and math proficiency.
  • Physical agility test evaluating running, jumping, climbing, navigating obstacles, and maneuvering a weighted bag.
  • Oral board which evaluates candidate's knowledge, experience, and suitability for employment.
  • Background investigation.
  • Command Staff interview evaluating candidate's knowledge, experience, and suitability for the position.
  • Psychological examination.
  • Medical and drug screening.

After hire, the candidate must complete and pass the Department's field training program, which will be administered by senior training officers and patrol supervisors. Field training is designed to familiarize the candidate with Department operations and supervisor expectations. Field training is expected to be eight (8) weeks, but can be lengthened depending on the candidate's needs.
