PRIMARY DUTIES & RESPONSIBILITIES

Salary to be commensurate with experience

The hiring range for this $83,224 - $104,030/annually

OVERVIEW OF POSITION:

The Financial Supervisor administers, coordinates, and monitors multiple division operations, which may include but are not limited to administrative supervision, budgeting, financial management, payroll, purchasing, accounts payable, accounts receivable and special projects.

PRIMARY DUTIES & RESPONSIBILITIES
  • Administers and coordinates the annual operating and capital budgets
  • Monitors revenue and spending plans for operating divisions
  • Performs expenditure and revenue analysis for program-specific budget issues
  • Develops financial strategies for operating divisions budget issues
  • Provides financial guidance to program managers
  • Develops and implements systems and procedures for operating divisions
  • Supervises the procedures in the purchasing, accounts payable, payroll, and purchasing card
  • Prepares and reviews various technical and financial reports
  • Assist with grant management and tracking
  • Oversees the financials of capital projects
  • Completes special projects at the request of the Director or management team
  • Makes recommendations regarding selecting, hiring, training, evaluating, and disciplining of assigned employees
  • Supervises assigned employees
  • Performs additional duties as assigned


MINIMUM QUALIFICATIONS & WORKING CONDITIONS

MINIMUM QUALIFICATIONS

An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

Education:
  • Bachelor's Degree in business administration, finance, public administration, or related analytical field.

Experience:

  • At least 4 years progressively responsible analytical/administrative experience in areas such as productivity improvements, work systems review and/or financial analysis including complex spreadsheet and data base development.

Preferred:
  • Master's Degree preferred
  • Municipal and/or law enforcement experience preferred.
  • Experience as a lead worker or supervisor.

Knowledge:
  • The principles and practices of analytical methods and techniques; process evaluation; project management; personal computers and related word processing, spreadsheet, database; and presentation software applications.
  • The principles and practices of finance and budgeting, methods and techniques of research and statistical and quantitative analysis applicable to financial analysis, budgeting, and financial planning


Skills:
  • Strong interpersonal, analytical, verbal, written communication, and managerial skills.
  • Advanced skill in the use of the computer including spreadsheet design, database management, word processing, and presentation software applications.
  • Strong skills in reviewing work products of others for accuracy and completeness and providing training/guidance as necessary for correction of any errors
  • Advanced skills in use of Microsoft products, especially Excel

WORKING CONDITIONS

Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:
  • Sedentary physical work that involves moving at least 10 pounds at a time with or without assistance.
  • Occasional Standing/Walking- Occurs up to 31 minutes to 2.5 hours per shift.
  • Occasional lifting, carrying, walking, and standing
  • Hand/eye coordination for operation of personal computer
  • Vision for reading and preparing written reports and documents
  • Frequent speech communication, hearing, and listening to maintain communications with employees and citizens

Work Environment:
  • Essential duties performed primarily in an indoor office, public area setting.

Equipment Used:
  • Frequently uses computer keyboard and telephone, fax machines, copiers and microfilm equipment.
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
