How would your work contribute to our organization and the Twin Cities region:
We are seeking a capable HR LOD Manager to foster continuous learning, empower employees to excel, and contribute to the Council's mission. This role strengthens morale, workplace culture, and organizational capacity to address evolving needs by aligning training with organizational goals and leading a skilled training team. Ultimately, it supports employee growth and positively impacts communities in the Twin Cities region.

What you would do in this job
As the Learning and Organization Development (LOD) Manager, you will contribute to LOD's core services by assisting the Senior HR LOD Manager with managerial tasks and overseeing council-wide training opportunities and critical training initiatives. Your specific responsibilities will include the following areas:

  • Leadership and Supervision: Guide and develop the LOD training team. Act as primary leader in the Senior Manager's absence.
  • Program Oversight: Oversee key training initiatives like Leadership Academy, New Employee Orientation, and Onboarding, ensuring goal alignment.
  • Training Development: Manage the creation and delivery of instructor-led training (ILT) and virtual instructor-led training (VILT) certificate programs through the Learning Institute, focusing on innovation, engagement, and accessibility. Identify skill gaps and oversee the creation of diverse, engaging training methods for growth.
  • LMS & eLearning: Oversee the Learning Management System and develop accessible eLearning content.
  • Vendor/Budget Management: Handle vendor contracts and budgets for cost-effective training programs.
  • Evaluation and Metrics: Measure training impact and recommend improvements using data-driven insights to ensure high engagement and performance.
  • Collaboration: Align training with HR strategies and lead special projects. Work closely with department heads to identify training needs and opportunities.
  • Compliance: Ensure programs are inclusive, compliant, and follow best practices.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of education and experience totaling 10 years, three years of which include supervising staff or leading a team.

Education: degree in Human Resources/Training & Development, Education, Organizational Development, Psychology, Public Administration, Communications, or a related field, OR high school diploma/GED
AND
Experience: in Human Resources (preferably in training & development)

  • High school diploma/GED with ten years of experience
  • Associate degree with eight years of experience
  • Bachelor's degree with six years of experience
  • Master's degree with four years of experience

What additional skills and experience would be helpful in this job (desired qualifications):
  • Proven ability to lead, mentor, and inspire teams to achieve results.
  • Strong proficiency in project management, administrative, and planning skills.
  • Expertise in LMS platforms and e-learning tools.
  • Strong computer skills, with experience in Microsoft Office, that is, be proficient in Microsoft Word, Excel, and PowerPoint.
  • Advanced skills in analyzing workforce metrics and evaluating outcomes.
  • Comprehensive understanding of best practices in adult learning and training effectiveness.
  • Demonstrated experience with multicultural workforce needs.

Work is performed in a standard office setting and may require travel from the primary work site to other sites.
