DCHS is looking for 3 skilled, knowledgeable, highly-motivated, and enthusiastic team players to work with our Housing Capital Team, and our Business Liaison Finance Team, which includes portfolios with complex funding sources, including federal, state and local resources. The roles are Business and Finance Officer IIIs (BFO III).
The Business Liaison Team is looking for two finance analysts (BFO IIIs) to support its Business Liaison Team. Business Liaison (BFO III) positions report to the Budget, Monitoring and Reporting Manager (BFO IV). Their primary purpose is to act as intermediaries between the fiscal team and other business units, ensuring smooth communication and resolution of financial issues. Key tasks include budget development, grants management, support accurate billing and payment processes, support the Project, Organization, Expenditure, Type, and Activity (POETA) coding to ensure correct allocation of costs and resources, and conducting financial research to support business decisions and financial planning.
The Housing Capital Finance Team is looking for one finance analyst (Business and Finance Officer III) to support the Housing and Community Development (HCD) Division. The BFO III serves as the lead fiscal analyst for the Division's Housing Capital Team and supports management of the finances for all bond-funded housing programs run by King County, including Health Through Housing (HTH) and Transit-Oriented Development (TOD). The position maintains fixed asset and controllable item tracking, and coordinates with providers and County staff.

TELEWORKING REQUIREMENT: The work associated with the positions will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties
Variance Monitoring & Reporting - Specific Programs
  • Track actual financial performance versus the approved budget for assigned programs.
  • Conduct monthly and quarterly budget reviews, identifying overages or underspending and investigating root causes.
  • Collaborate with program managers to develop corrective action plans, which may include adjusting future spending, reallocating funds, or revising forecasts.
  • Standardize reporting templates to ensure consistency across all programs and divisions.

Budget Development
  • Lead the budget development process for assigned programs, ensuring alignment with countywide financial policies and strategic objectives.
  • Work closely with program managers to identify funding needs, forecast future expenditures, and incorporate financial planning best practices.
  • Prepare and submit budget proposals, responding to executive and council budget questions as needed.
  • Ensure compliance with funding sources, grants, and regulatory guidelines in all budget submissions.

Contract Review & Financial Compliance
  • Review contracts to ensure financial accuracy, proper coding, and compliance with federal, state, and county regulations utilizing a contract plan.
  • Clarify funding sources, POETA codes, and Federal Award Identification Numbers (FAINs) for contracts involving federal funding.
  • Collaborate with contract/program teams to streamline contract processes and implement financial efficiencies using LEAN methodologies.

Experience, Qualifications, Knowledge, Skills

  • Enthusiastic finance analyst with proven positive track record in dealing with and communicating with multiple stakeholders.
  • Grants management experience.
  • Advanced knowledge of budgeting, finance, managerial and financial accounting.
  • Minimum of six (6) years of progressive finance experience or equivalent education and/or experience.
  • Advanced knowledge of analytical and management systems.
  • Advanced knowledge of financial information systems.
  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
  • Experience with contract administration.
  • Excellent communication skills, both verbal and written.
  • Experience processing and reconciling complex financial transactions.
  • Intermediate/advanced Microsoft Excel skills.

DESIRED QUALIFICATIONS:
  • Knowledge of King County programs, funding sources, policies and requirements.
  • Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience.
  • Experience with Oracle/EBS, Hyperion, Oracle and Tableau reporting systems.
  • For the Business Liaison Team:
    • Experience with Washington state specific Medicaid funds, Medicaid programs.
    • Knowledge of human service programs funding sources, policies and requirements, particularly experience with mental health/behavioral health industry.
