This position will oversee all fiscal operations at SEMMCHRA and provided limited supervision of the rental assistance operations. The CFO is a key position for ensuring the agency is utilizing funds optimally and responsibly - from financing to capital to grant operations. This position provides variety and exposure to many housing programs, funders, and boards. SEMMCHRA is seeking a individual who is a self-starter, able to apply accounting & business principles, make sound fact based recommendations, and work with the CEO to manage SEMMCHRA programs.

BASIC FUNCTION:

Under limited and technical supervision of the Chief Executive Officer (CEO), supervises and coordinates all accounting and finance work in the areas of accounts receivable, accounts payable, payroll, general accounting, financial reports, investments related to the overall operations of the HRA. Provides technical assistance to program staff to successfully integrate the agency computer system into overall program functions. Responsible for the agency's annual audits, budgets, investments and financial analysis. Makes recommendations and involved in key business decisions of the agency including but not limited to financial planning, cash flow, financial reporting, accounting, risk management, compliance and investment.

DUTIES AND RESPONSIBILITIES:

  • Responsible for understanding and ensuring completion of all job duties of accounting staff.
  • Assesses impact on systems and policies of recommended fiscal policies and procedures of funders and advocates for changes accordingly to affect funding regulations as well as State and Federal laws.
  • Proposing and guiding top level implementation of new and improved systems for the agency and guide systems of internal control and recommend changes as seems appropriate.
  • Implement policies and systems of financial reporting, control and tracking of new projects and programs.
  • Act as chief financial advisor to the CEO regarding the financial impact of agency policies and decisions.
  • Makes recommendations and takes a lead role in the process of property acquisitions, dispositions and new programs proposed for agency.
  • Proposes, coordinates and takes a lead role in refinancing debt with attorneys, underwriters, banks and other professionals.
  • Reviews and approves payroll and payments.
  • Oversees and responsible for ensuring preparation of HRA's fiscal year budgets.
  • Oversees and responsible for ensuring preparation of all year-end close out processes are completed, and audit materials are prepared, and schedules are tied out to general ledger accounts.
  • Manages all investments including excess cash and escrow funds
  • Regularly assess the financial health of the organization(s) and programs. Proactively guides management decisions and makes timely recommendations.
  • Monitors allocations to various grants and programs administered by the HRA and evaluate their effectiveness on an ongoing basis and recommend changes when required.
  • Creates advanced spreadsheets for financial analysis and department automation.
  • Provides complex presentations to boards, funders, and legislators as it relates to financial analysis, recommendations, and needs.
  • Utilizes advanced knowledge to translate business operations to accounting and finance functions. Understands critical business functions and able to interpret the financial impact based on sound business practices and experience.
  • Supervises and directs staff.

  • MEASUREMENTS OF PERFORMANCE:
  • Successfully completing assignments per standards and relative to quality, quantity and timeliness of work according to industry standards and generally accepted accounting principles (GAAP) and government accounting standards board (GASB).
  • Completeness, accuracy and timeliness of all operational and financial reports, records, as well as supporting subsidiary reporting for billing, accounts payable and receivable work per industry standards and generally accepted accounting principles,
  • Ability to prioritize and direct.
  • Timeliness and accuracy of recommendations.
  • Number of errors in the calculation of accounting/journal entries, accounts payable, accounts receivable, payroll, financial projections.
  • Effectiveness in dealing with the public and other employees in a tactful professional manner and with ability to build rapport.
  • Accurate, complete, and timely use of project plan and lists to track and prioritize work of individual and department.
  • Uphold ethical standards set by industry and field while producing unbiased financial opinion.

  • QUALIFICATIONS:

    Bachelor's degree in accounting or finance, MBA and/or CPA/CFP preferred. At least ten (10) years of experience with full spectrum detail accounting and a working knowledge of computer accounting operational systems. Experience includes subsidiary through financial statement and audit compilation. Demonstrated federal, state, and GAAP accounting principles applied in previous work experience. Demonstrated ability to present complex financial matters and handle difficult and contentious situations. Advanced excel training and demonstrated skills required. Additional relevant experience may be substituted for advanced education requirements. Continuing education and occasional local travel required. Must be a licensed driver and have a car available for carrying out assignments.

    PHYSICAL REQUIREMENTS:

    This work requires the frequent exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires walking, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

    SPECIAL REQUIREMENTS:

    Applicable agency and department training necessary to meet the essential functions will be provided upon hire.

    A valid driver's license for use in the State of Minnesota.
