All positions at the public education department are based in Santa Fe however some may operate through our Albuquerque office based on home address and space availability.

The Professional Licensure Bureau (PLB) provides services to educators to assist them in obtaining and maintaining their New Mexico (NM) Educator Certification. Educators are certified in many areas, including early childhood, elementary, secondary, special education, administration, ancillary and support providers, and approved endorsements. The unit also assists out-of-state/out-of-country educators in obtaining NM Certification and supports LEA's (local education agency) Human Resource departments throughout the state to meet the needs of their educators. The Senior Manager of Licensure and Backgrounds is responsible for oversight and leadership of the Licensure and Background Bureaus which are responsible for reviewing an processing an average of 12,000 background checks and on average 20,000 licensure applications a year.

How does it get done?

A strong educator workforce is foundational to the success of New Mexico's public education system and the Licensure and Background Bureaus are a key step in the process of ensure every child has access to a fully certified educator in every classroom. The Senior Manager of Licensure and Backgrounds is responsible for oversight and leadership of the Licensure and Background Bureaus which are responsible for reviewing an processing an average of 12,000 background checks and on average 20,000 licensure applications a year. The person in this position

-Ensures every educator has a cleared background and is fully licensed by
-Recruiting, hiring, training and supervising licensure consultants and backgrounds specialists
-Reviewing FBI background checks and related documents to ensure all applicants have a background cleared by the department
-Referring applications to the Investigations Bureau for further review in cases where a background can't be cleared
-Reviewing applications to ensure they are in compliance with state statute
-Developing communication protocols for staff to ensure applicants, educators, and LEAs receive timely support and guidance
-Assigning applications to licensure consultants to ensure efficient processing
-Working with internal IT team and external vendor to ensure the Licensure Portal functions properly and is consistently improved to
meet the needs of applicants and educators
-Providing technical assistance and support to LEA HR leaders, superintendents, charter school leaders, and applicants

-Review and make recommendations to the Secretary of Public Education when adverse action needs to be taken on a licensed educator.
-Review investigation cases and partner with the administrative prosecutions team to contemplate appropriate action to be taken.
-Provide administrative prosecutions with the appropriate action to be taken
-Review and sign off on notice of contemplated action that is referred to the Secretary of Public Education.

-Ensures the alignment of current policies with the strategic plan and the national education landscape by
-Working closely with the Policy Division to review rule related to licensure.
-Engaging stakeholders with in and outside the agency to identify other recommendations
-Providing recommendations for updates to the the Director of Policy
-Working with the Policy Division to make updates through the rule making process

Who are the customers?

This position is done for all districts, charter schools, educators, and students in New Mexico.

Ideal Candidate

The ideal candidate for this position will have
-a minimum of 5 years experience in a customer service environment
-a minimum of 5 years supervising staff
-a general understanding of NM statute and rule as it pertains to educator licensure requirements in NM

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
