The Municipality of Chatham-Kent has an opening for a temporary full-time Financial Analyst I in the Child Care & Early Years (CCEY) division.

Job description

The Financial Analyst I (CCEY) interprets and implements financial and accounting concepts and techniques for financial planning and control; provides relevant, reliable, and timely financial information and advice for decision making; ensures effective and efficient internal control systems are in place and that all transactions are properly accounted for.

Essential responsibilities
  • Demonstrate Chatham-Kent's core values and competencies
  • Provide advisory support, and recommendations to the Management Team of Child Care & Early Years with respect to all subsidy requests/approvals, year-end reconciliation of subsidy, in-year subsidy adjustments and requests for additional subsidy
  • Prepare financial statements, reports, accounting transactions in accordance with generally accepted accounting principles (GAAP), and in compliance with provincial reporting standards, corporate administrative and council policies
  • Design and implement management information systems in order to provide financial data necessary for decision making, internal/external reporting, and analyzing future plans and forecasts
  • Ensure cost efficient internal control systems are implemented and operating effectively
  • Assist with annual reports to the Ministry of Education
  • Gather, analyze, summarize, and report on financial and data information for internal and external purposes
  • Reconcile control accounts to sub-ledgers; prepare payment transfers
  • Track and manage cash flows
  • Prepare year end transactions, audit working papers, schedules, annual reports, and provincial information returns
  • Track all identified financial issues to their resolution (budget requests, subsidy approvals, subsidy adjustments)
  • Act as liaison for the financial, statutory, or regulator auditors, as well as ministry financial representatives
  • Participate on, and provide financial support for, business plans and other special projects (internal and external)
  • Provide advisory support to divisions and external providers regarding their financial information, and report requirements
  • Provide training and support to external providers in the requirements of municipal and provincial reports
  • Recommend policies and procedures pertaining to the management of municipal and provincial funds
  • Research, analyze, and provide recommendations on the impact of changes in government directives, business planning, future requirements, reserve funds, and operating forecasts
  • Analyze and ensure accurate financial input from all municipal divisions within the department. Review and approve all adjusting ledger entries prepared by other municipal staff and adjust as necessary to maintain compliance with government regulations and corporate policies.
  • Work closely with child care case managers coordinating data from OCCMS computer system with budget for municipal and provincial budgets
  • Perform operational reviews and compliance audits and make comments, suggestions and recommendations on how the child care operator must or should improve their operations, as appropriate.

Essential qualifications
  • University degree (preferably in an accounting or business administration related program), with four (4) to six (6) years related experience
  • Financial accounting background and understanding of accounting practices and concepts in a municipal environment preferred
  • Experience preparing financial statements, and accounting transactions
  • Experience designing and implementing management information systems to provide financial data
  • Experience with year end transactions, audit working papers, and supporting schedules.
  • Knowledge of generally accepted accounting principles (GAAP)
  • Experience managing complex financial data and statistical information
  • Familiar working with government funding and agencies, community organizations, and other operations
  • Excellent time management skills required to manage the demands of multiple, overlapping time frames and deadlines with constant interruptions.
  • Working knowledge of the following software programs preferred:
    • JD Edwards (or similar ERP systems)
    • Reports Now (or similar database reporting software
    • OCCMS (Ontario Child Care Management System )
    • Questica
    • mPower
    • EFIS
    • Crystal Reports
  • Must have strong knowledge of Excel at an advanced level
  • Strong computer skills, specifically Microsoft Office (Word, PowerPoint, Outlook) (or other similar software program)

Other qualifications
  • Experience with computerized accounting system would be an asset
  • Experience with reconciling control accounts to sub-ledgers an asset
  • Experience working with cash flows and payment transfers an asset

Certifications, memberships, licenses
  • Certified Professional Accountant (CPA) designation or enrollment in the Certified Professional Accountant (CPA) program an asset

Work environment/hours of work
  • This position works weekday hours, with occasional evening and weekend hours

Driver's license/vehicle requirements

Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is necessary.

Background check

Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.

  • Sitting: constant sitting in a chair (job is primarily performed at a desk in front of a computer; occasional driving to sites for meetings)
  • Reaching: frequent reaching forward, backward (reaching around desks to move papers and files; constantly reaching forward while typing)
  • Hands: constant fine finger dexterity (movement), mousing (typing and mousing)

Benefits

This position has been temporarily approved for the Market Adjustment Grid (MAG) due to a combination of eligibility criteria, which will be reviewed on an annual basis. The temporary adjusted hourly wage range for this position will be $49.999 to $54.572 (based on grade J of the 2025 MAG).

The Full-time Non-union (FTNU) hourly wage range is $45.446 to $51.371. Based on the skills, qualifications and performance of the successful candidate, they will be placed at a progression step between the FTNU job minimum ($45.446) and the MAG job rate ($54.572).
