Position Title: Project Manager (PM), Senior Workforce Analytics
Location: Remote with periodic travel to USCG sites as required

Position Overview:

The Project Manager (PM) will oversee the planning, execution, and successful completion of Workforce Requirements Determination (WRD) call orders issued under a USCG BPA. This includes ensuring all deliverables are submitted by the Coast Guard's WRD Program Manual and related guidance. The PM is responsible for coordinating all contractor activities, managing the project team, maintaining quality assurance, and serving as the primary liaison with the USCG COR and stakeholders.
Key Responsibilities:
  • Lead project initiation, planning, execution, monitoring, and closeout across all WRD phases (Phases 1-4) as outlined in COMDTINST M5310.6 and CGTTP 1-16.15.
  • Develop and maintain project plans, Work Breakdown Structures (WBS), and schedules for each call order.
  • Allocate labor and resources across WRD SMEs, analysts, and clerical staff to ensure balanced workload and timely delivery.
  • Oversee quality assurance for all deliverables including trip reports, workload factors, modeling tools, and final WRA reports.
  • Facilitate kick-off meetings, progress meetings, and government reviews.
  • Ensure compliance with all security, data handling, and reporting requirements, including timely submission of travel reports, employee rosters, and training certifications.
  • Coordinate submission of all key deliverables and resolve any technical, personnel, or scheduling issues that may arise.
  • Provide regular status updates, financial tracking, and labor utilization reports to the COR.
  • Serve as the lead point of contact for all contract-related communication between Topsarge and USCG.
Minimum Qualifications:
  • Bachelor's degree in a relevant field (e.g., Business Management, Human Capital, Organizational Development).
  • At least five (5) years of project management experience supporting workforce requirements analysis or similar analytic efforts in a USCG or military environment.
  • Demonstrated experience managing multi-disciplinary teams, ensuring compliance with contract terms, and delivering projects on time and within scope.
  • Proficient in project management methodologies and tools (e.g., MS Project, WBS, risk mitigation planning).
  • Strong interpersonal and written communication skills.
  • Experience working with government clients, especially within the Department of Homeland Security or the Department of Defense, is mandatory.
