Key Role:
- Lead and manage all DEM&S team activities, to include customer management, supervising SAIC team members and managing subcontractors
- Serve as DEM&S technical lead
- Directly support the DEM&S goals to: (1) Advance Engineering Practice and Facilitate the Discussion, (2) Create Engineering Policy, Guidance, and Standards and (3) Cooperation and Collaboration with Stakeholders to include Enabling Organizations Interaction
Job Responsibilities:
- Develop, recommend, and implement modifications to current procedures and policies to improve efficiency; develop new standard operating procedures (SOPs).
- Provide organizational management, including staffing analysis; support director-level organizational surveys to seek feedback from staff and provide recommendations on staffing efficiencies to achieve organizational goals.
- Collaborate with front office staff (e.g., workflow manager, legislative affairs) to assess the impact of taskers and new laws/policies on the organization; support the development and tracking of taskers/action items assigned to the organization to ensure timely senior leadership feedback and approval.
- Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation, with a focus on improving organizational and project-level data for ease of searching and sharing.
- Analyze management information requirements to develop program or administrative reporting systems, including systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
- Recommend knowledge management (KM) technology where applicable, advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations.
- Develop monthly reports/briefs on significant activities, with a focus on quantifiable progress; report on the effectiveness of projects and processes.
- Organize and facilitate internal and external communications on a wide array of subjects, including internal and external tasks, program reviews, meetings, congressional events, invitations, speaking events, and resources.
Basic Qualifications:
- US citizenship
- TS/SCI Clearance
- Bachelors degree and fourteen (14) or more years' of experience; Masters and twelve (12) or more years' of experience
- Degree in an engineering, scientific, or technical discipline that is relevant to engineering
- Digital Engineering technical experience in setting, managing or executing activities within digital or computational engineering, tools and environments within the model and simulation enterprise Experience in evolution of model/simulation enablers (such as validation principles and verification techniques, etc.) for expanded use in digital applications
- General technical expertise in development of DoD-level policy, guidance and standards; training, methods, processes or tools to achieve goals in the National Defense Strategy related to improving engineering practice; cooperation and collaboration with external stakeholders to include communities of practice and working groups
- Leadership experience with demonstrated ability to mentor and manage other team members (junior to senior levels) and serving as a trusted advisor to government customers with ability to break down strategic tasks into executable actions and provide strategic communication in all forms (e.g., white papers, email, newsletters, social media, websites) to advance the customer's outreach activities
Additional Qualifications:
- Experience with advanced and emerging technology areas, such as autonomy, cloud computing or artificial intelligence, digital transformation or data-centric operations
- Experience in executing agile processes, managing scrum boards, business process improvement, and translating technical language
- Strong communication skills across various mediums, mentoring junior engineers, utilizing business tools, and breaking down strategic tasks
- Advanced PowerPoint and document formatting skills, and developing style guides with expertise in data analysis, software development, and automation tools, along with proficiency in website development
- Experience executing agile processes, managing a scrum board in Teams or Jira, performing business process improvement
- Advanced skills in the development of communications using common business tools (e.g., Word, Publisher, Access, and Project). Ability to support data analysis, knowledge management and automation using automation tools (e.g., Power BI, Flow, ServiceNow)
