The Administrative Operations Manager oversees the Community Corrections budget, ensuring fiscal accountability and alignment with organizational goals. This role leads quality improvement efforts across all programs, ensuring compliance with state and federal mandates. Responsibilities include managing corrections databases, access to State systems, implementation of new technology, volunteer and mentorship programs, department training, and data reporting. The manager also leads initiatives to align operations, performance management, and quality assurance with broader Community Services Division standards, while supporting department hiring in collaboration with Human Resources.
Minimum Qualifications
Bachelor's Degree in Business Administration, Public Administration, Organizational Management, or a Human Services field, AND five years administrative and supervisory experience, project management, information technology systems development and implementation or a combination of education and experience to total nine years.
Preferred experience beyond minimum qualifications:
Preference given to applicants with governmental Community Corrections experience.
Experience in state, county, or city government
Experience in budgeting, including forecasting revenues and expenses
Duties & Responsibilities

Regular attendance according to the position's management approved work schedule is required for all positions.Coordinate and oversee the implementation of performance management processes and measurement that assess the efficiency, effectiveness and responsiveness of the department. Develop, implement, and maintain departmental policies and procedures to promote efficiency, consistency, and compliance. Coordinate IT and equipment management, ensuring systems are effective, up-to-date, and aligned with departmental needs. Oversee individual employee training requests and maintain accurate training records to support employee development and compliance Develop and implement audit procedures for Community Corrections programs and financial processes. Measure and aggregate data to determine training requirements and adjustments to internal controls. Lead the development and implementation of departmental process improvement efforts and develop and/or modify accompanying department policies and procedures. Lead Community Corrections Comprehensive Plan development and updates Coordinate cooperative initiatives, projects, and tasks with other County departments. Develop, coordinate, and oversee volunteer, intern, and mentorship initiatives to enhance department operations and workforce development Manage and supervise Administrative Operations staff; hire, direct, and supervise department personnel directly or through supervisors. Provide leadership, develop goals, objectives, and strategic plans and establish criteria and standards for achievement. Represent Dakota County on special committees and with state departments. Promote employee health and wellness initiatives to support a positive and productive work environment. Ensure compliance with data privacy laws and manage records requests efficiently and accurately. Manage building operations, maintenance, and capital improvement projects to ensure safe and efficient facilities. Coordinate strategic planning for all aspects of the department's responsibilities. Coordinate emergency response functions as trained and assigned within the department's emergency response plan. ESSENTIAL JOB FUNCTIONS: 1 - 14
