Brief Job Description:

The Program Compliance Coordinator (PCC) position reports to the Compliance Manager and is a member of the Quality Improvement team at the State Supported Living Center (SSLC) state office. This position can be based anywhere in Texas and must routinely report to their headquarter location. This position requires significant travel to SSLCs. The PCC works closely with the SSLC state office team and SSLC staff to monitor and report progress towards compliance with the Department of Justice Settlement Agreement (DOJSA); Intermediate Care Facility for Individuals with Intellectual Disability (ICF-IID) Conditions of Participation; State Review findings. The PCC tracks recommendations following State Reviews to assist centers with implementation and ensure recommendations are completed. The PCC assists with the development of improvement plans and other Quality Assurance/Quality Improvement (QA/QI) activities as needed. The PCC provides updates on SSLC progress in response to State Review findings. The PCC travels to assigned SSLCs to monitor and provide technical assistance to center staff on minimum requirements and best practices. There are four PCCs on the Quality Improvement team.

Essential Job Functions (EJFs):
  • Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy. Serves in a rotating on-call schedule. 10%
  • Monitors and reports centers' performance with the DOJSA requirements, ICF-IID regulations, State Review recommendations, and quality assurance measures applicable to daily operations. 10%
  • Tracks State Review recommendations and works with SSLC and state office staff to ensure recommendations are completed. Summarizes progress and provides routine reports to leadership on the status of State Review recommendations. 15%
  • Aids SSLC staff and SSLC state office (at all levels) to obtain and maintain compliance with the DOJSA and ICF-IID requirements. Assists SSLCs in developing and monitoring improvement plans. 15%
  • Travels to assigned SSLCs to monitor and provide technical assistance to center staff on DOJSA and ICF-IID requirements and best practices. 35%
  • Participates in assigned meetings such as operational team meetings, state-office QI meetings, meetings with SSLC QA staff, and other meetings as assigned. 10%
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. 5%


  • Knowledge, Skills and Abilities (KSAs):

    Knowledge of local, state, and federal laws related to the program area.

    Knowledge of public administration and management techniques.

    Knowledge of statistical analysis processes; and of program planning and implementation.

    Skill in translating highly technical information into understandable and concise documents and presentations for agency executives, elected officials, and the public.

    Ability to gather, assemble, correlate, and analyze facts.

    Ability to devise solutions to problems.

    Ability to develop and evaluate policies and procedures.

    Ability to prepare reports; to communicate effectively; and to assign and/or supervise the work of others.

    Registrations, Licensure Requirements or Certifications:

    N/A

    Initial Screening Criteria:

    1. Bachelor's degree from an accredited college or university with at least one year of ICF-IID experience OR associate's degree with three years of experience of ICF-IID experience.

    2. Experience evaluating compliance with administrative and programmatic requirements, policies, and guidelines.
    3. Experience with Microsoft Word and Excel.
    4. Ability to travel to SSLCs 35% of the time as indicated on the application.

    Additional Information:

    Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. The position will also be in a rotating on-call schedule and must routinely report to their headquarter location.
