Vice President / Chief Technology Officer (CTO)
The Vice President / Chief Technology Officer (CTO) is a visionary and operational leader responsible for enterprise-wide technology infrastructure and services across Community Health Systems, including acute care hospitals, ambulatory clinics, ancillary facilities and administrative offices. Reporting directly to the Chief Information Officer (CIO), the CTO plays a critical role in aligning technology strategy with organizational goals, ensuring resilient and secure infrastructure, and delivering seamless and cost-effective technology services.
This leader drives innovation in IT operations, architecture, platforms, and engineering, while also supporting business continuity, cybersecurity posture, and enterprise interoperability. The CTO partners with clinical, digital, and operations leaders to support a modern, patient-centered, and high-performing healthcare environment. The position will develop and lead high-performing teams, foster innovation, maintain robust vendor relationships, and ensure service excellence through measurable key performance indicators (KPIs) and service level agreements (SLAs).

Essential Duties and Responsibilities Strategy, Governance & Architecture
- Develop and execute a multi-year enterprise technology roadmap aligned with clinical, operational, and business strategies.
- Ensure infrastructure architecture is scalable, secure, cost-effective, and designed for high availability and performance.
- Stay abreast of emerging technologies and trends to discover ways the organization can gain competitive advantage by the incorporation of innovative solutions to enhance operational efficiency, patient care, and digital transformation. Use this data to inform strategic investments and operational improvements.
- Define enterprise IT standards for hardware, software, networks, data centers, cloud services, and end-user devices.
- Develop and implement departmental operating policies, procedures, and technical standards that are consistent with the organizations objectives.
- Provides guidance, advice, and direction to senior executives regarding business strategies, products, and services with the emphasis on the technical aspects needed to carry out major plans and objectives.
- Provide visionary leadership to a diverse team of directors, managers, technologists, and support personnel across all technology domains.
- Work closely to support the CIO in all strategic initiatives, projects and setting culture.
- Recruit, hire and maintain a high-performance team of individuals with excellent technological knowledge and experience focused on providing exceptional customer service with the goal of being the employer of choice for the region.
- Continually evaluate the internal capabilities of IT and resource analysis in order to ensure the correct resources are assigned to initiatives. This includes the ongoing review of budgets and costs of resources.
- Cultivate an inclusive, high-performance culture focused on employee engagement, professional development, customer service and innovation while ensuring that the teams are highly accountable. Evaluate staff performance, provide feedback and coaching to assure team qualities.
- Partner with clinical, business, and informatics leaders to enable technology-enabled transformation and that solutions meet end-user needs and enable optimal workflows.
- Collaborate closely with the VP of Applications Services, CISO, Chief Data Officer and other key leaders across the Information Technology and Digital Transformation department to ensure seamless execution of high-quality services from the IT department as a whole
- Oversee all infrastructure services, including networks, servers, storage, virtualization, cloud, data centers, end-user computing, and unified communications.
- Ensure that refresh schedules are developed and achieved for all critical technologies.
- Lead teams responsible for help desk, service management, field services, and desktop support to ensure exceptional customer experience.
- Develop and maintain incident management and disaster recovery plans and capabilities for all critical systems and infrastructure. Lead in the execution of these plans as required. Partner with Technology Risk Assurance department to develop and maintain the organization's business continuity plans, ensuring seamless continuity through the organization.
- Partner with the Chief Information Security Officer (CISO) and Risk Management to implement a 'Secure by Design' approach across all technology solutions.
- Ensure that the confidentiality and reliability of organizational data, proprietary information, intellectual property, and PHI is maintained.
- Ensure high system availability, timely issue resolution, and end-user satisfaction through effective incident, change, and technology upgrade management practices.
- Develop in collaboration with Information Technology partners KPI's and SLA's to measure the Technology team's performance. Monitor, report on and manage to these performance indicators.
- Develop and maintain technology vendor relationships to ensure optimal services. Negotiate contracts to procure resources and technology solutions that meet operational and strategic objectives.
- Develop and manage the operating and capital budgets for the IT division. Meet financial objectives by forecasting requirements, scheduling expenditures, analyzing variances, and initiate corrective actions where required.
- Forecast resource needs, align staffing with strategic priorities, and ensure efficient use of financial and human capital.
- Identify and implement strategies including IT investment, staffing, outsourcing and purchase decisions that optimize the investment of the organization into IT. Includes cost-saving measures while maintaining service quality and innovation.
- Negotiate and execute effective contracts with vendors and other contractors for hardware, software, and services. Assure ongoing competitive vendor pricing, performance and outcomes by monitoring, benchmarking, and implementation of industry best practices, KPI's and SLA's.
- Guide strategic sourcing decisions, including hosted, on-premises, and cloud-based infrastructure solutions.
Required:
- Bachelor's degree in Information Systems, Computer Science, Engineering, or related technical discipline.
- Minimum of 10 years of progressive experience in information technology, with at least 5 years of leadership experience.
- Deep experience managing enterprise IT environments, including networks, cloud, desktop, data centers, cybersecurity, and disaster recovery.
- Strong understanding of IT service management frameworks (e.g., ITIL) and proven ability to manage complex vendor relationships.
Preferred:
- Master's degree (e.g., MBA, MHA, MIS).
- Healthcare experience, particularly within hospital or ambulatory environments.
- ITIL, Organizational Change Management (OCM), Lean Six Sigma, PMP, or technical certifications (e.g., Microsoft, Cisco, VMware).
- Strategic thinker with strong architectural acumen and the ability to align technology platforms with enterprise goals.
- Strong knowledge of IT service management, application governance, and ITIL frameworks. Excellent project management skills.
- Strategic thinker with the ability to translate business objectives into actionable IT plans.
- Excellent interpersonal communication (written & verbal), and stakeholder engagement skills. Strong presentation skills at an executive level.
- Adept at fostering partnerships and driving consensus across clinical, business, and IT domains.
- Ability to manage and motivate distributed teams in a fast-paced, dynamic healthcare environment.
- Strong cybersecurity mindset and ability to partner effectively with security leadership.
