Your Role
The Data Engineering team is engaged in developing and maintaining data solutions for the enterprise. Responsibilities include interfacing with IT, Portfolio and Program Management, Enterprise Architecture, Enterprise Data Governance, Enterprise Analytics to understand Epics and user stories, manage and support technical data solutions. The Senior Manager, Data Engineering will report to the Director, Data Engineering. In this role you will manage, build and lead our data engineering team (Development, QA & Operations) and help team members grow both technically and professionally. You will build data pipelines that efficiently and reliably move data across systems and provides oversight of day-to-day functioning of Data Engineering team. Responsibilities
Your Work
In this role, you will:
- Provide leadership and management to a team of Data Engineers, Data Analysts, Data Modelers and QA Engineers and Operations; you'll split your time between unblocking your team, vetting their deliverables, and coaching them to realize their full potential
- Lead data product engineering teams, coordinate with vendor partners to deliver incremental features for data products while ensuring data quality and SLA
- Define data product life cycle, priorities, and road map by aligning with portfolio stakeholders and data and analytics leaders for internal and external clinical data domain products
- Coach, define, analyze, and own KPIs across multiple complex data products with a broad scope to determine success, failures, and next steps through iteration
- Partner with Vendors, Technical teams and Vendor Management to review, define and support statement of work activities aligning with scope and delivery dates
- Proactively mentor and grow the team, identify the required skills, actively manage their performance, and help them to grow to their full potential
- Maintain cohesive relationships, partnerships and negotiate with various teams and diverse groups of internal and external teams, vendors, and business partners
- Be responsible for strategic alignment and integration across projects/programs in support of business unit process and administrative efficiency
- Provide comprehensive analytical thinking to ensure cost impact and value are properly understood, estimated, and controlled across people, process, and technology
- Define projects required to support programs and partners to ensure their implementation on time, within budget and with benefits realized
- Partner with IT Portfolio, demand and capacity, architects, technical leads, cross functional business, and IT teams for strategic and operational projects aligned with business priorities
Qualifications
Your Knowledge and Experience
- Requires a college degree or equivalent experience and minimum 10 years of prior relevant experience, including 4 years of management experience
- Requires hands-on experience in two or more of following technologies - Snowflake, dbt, modeling, SQL and python
- Requires practical knowledge in leading and managing the execution of processes, projects, and tactics within an area
- Must have advanced knowledge and skills including technical or functional expertise, business acumen, financial analysis skills, risk management, delegation skills, critical thinking and decision-making skills
- Excellent communication skills for engaging with stakeholders, facilitating discussions, and conveying complex technical concepts; ability to lead and influence stakeholders while maintaining data quality standards and delivering a high-quality data product is desired
- Prior knowledge of Payer Clinical data including understanding of FHIR resources, HL7, CCDA, HEDIS measures including interpreting of clinical data is highly preferred
- Strong experience in data management, big data management, master data management, data warehouse, data virtualization, data quality, data reconciliation, data modeling and data security is required
- Demonstrated experience working with vendor partners, cross-functional and development teams in terms of end-to-end technical delivery is required
- Prior experience in data product management is highly desirable, including skills with creating roadmaps, converting business requirements to technical stories, feature prioritization and working collaboratively across cross-functional teams
- In-depth knowledge of Blue Shield of California's mission, vision and strategy and healthcare industry environment is preferred
