Job Summary

Under the general guidance of the Overseas Team Manager and the supervision of the Human Resources Business Partner leading the Overseas Team, the Human Resources Officer, Client Services, Overseas Team supports the implementation of HR programs and initiatives for overseas employees in the areas of recruiting, staffing, performance management, and other associated business needs. The primary responsibility is to support SHRPs and overseas employees (local employees, and on select issues, also LTXs) while ensuring consistent application of the Fund's HR policies within the assigned department.

Major Duties and Responsibilities

  • Contributes to the development of overseas staffing strategies and discusses overseas staffing and skills needs with SHRPs and heads of offices. Liaises with head of offices and SHRPs to ensure appropriate diversity and skills mix abroad.


  • Liaises with stakeholders to oversee the recruitment process for overseas employees, including identifying future recruitment needs. Supports the recruitment process including approving job ads, and requisitions, short-lists applicants, supports and participates in the interview process, and oversees relevant recruitment processes-determining salaries, reviewing and approving contracts, and recruitment transactions in Workday, in collaboration with the HRBP leading the team.


  • Cultivates and maintains a strong relationship between HR and overseas employees, assisting SHRPs in advising on the management of local employees, providing overseas employees with sufficient resources, and synthesizing insights from overseas employees to identify key business needs and inform relevant HR programs.


  • Implements and utilizes performance management tools. Works closely with relevant stakeholders to identify local employees' performance issues, proposes solutions, and monitors results of performance improvement plans.


  • Participates in HR modernization projects or other projects and working groups that includes local employees,


  • Stays abreast of new policy and program developments and identifies impacts for departments with overseas employees. Ensures consistency in the application of departmental and Fund-wide HR policies/programs and practices related to overseas employees.


  • Performs other job-related duties as assigned.


Minimum Qualifications

Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in Human Resources or a related field; or a university degree, or equivalent, supplemented by a minimum of six (6) years of relevant professional experience, is required; or a minimum of two (2) years of relevant experience at grade A08, or equivalent, is required.

Specialized Skills, Knowledge, and Requirements

  • Familiarity with overseas offices, broad cultural and institutional knowledge of Fund culture, and the Fund's business practices in overseas offices.


  • Ability to use good judgment in understanding departmental business needs to suggest and initiate improvements to HR tools. Understanding of new and more complex policies and applying and implementing them.


  • Applies broad knowledge and experiences in more than one HR area, e.g., staffing, training and development, and compensation and benefits. Able to work in a team and independently, apply analytical skills to identify issues or problems, and focus on operational excellence by offering suggestions for improvement, potentially resulting in changes to procedures and policy.


  • Demonstrates an ability to multi-task across multiple projects, identify opportunities to improve processes and data management by utilizing technology. Able to organize, prioritize, and deliver timely under high pressure.


  • Demonstrates innovation, creativity, initiative, and accountability. Demonstrated understanding of HR operations and systems (i.e. Workday, PeopleSoft, etc.).


  • Identifies and diagnoses needs. Facilitates and implements interventions in order to address needs and drive change.


  • Collaborates effectively with highly diverse colleagues.


  • Communicates clearly with diverse audiences, including non-technical audiences.


A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
