The Young African Leaders Initiative (YALI) Network Campaign Manager works within the Department of State's Bureau of African Affairs' Office of Public Diplomacy and Public Affairs and is responsible for planning and coordinating digital marketing and advocacy campaigns that support U.S. public diplomacy engagement with Africans between the ages of 18-35. The Campaign Manager reports to the YALI Coordinator through the YALI Network Program Manager and coordinates their work with the Social Media and Content Manager and the Project Manager to develop a cohesive annual campaign strategy made up of several multi-component thematic campaigns linked to U.S. foreign policy objectives. The Campaign Manager liaises with team members at U.S. embassies in Africa, various State Department and interagency colleagues, and directly with members of the YALI Network. Description and Responsibilities * Maintains current knowledge of best practices for online engagement, educational methods, and content creation. * Researches and drafts detailed plans for digital campaigns on themes linked to U.S. policy priorities for a youth audience in Africa. * Proficiency using commercial customer relationship management (CRM) software. * Develops campaign plans in alignment with the Youth Network overall content strategy (courses, campaigns, social media) for clearance and approval by Network Manager and YALI Coordinator. Regularly updates and briefs all team members throughout the campaign planning process to ensure adequate alignment between areas of responsibility and to ensure the creation of cohesive content. * Responsible for the strategic vision and coordination for campaign components and offerings, with input from team members, potentially including enhanced virtual programming, participant calls to action, and other innovative and evolving campaign elements and digital tools. * Curates and coordinates relevant third-party content resources for campaigns and in alignment with Network content priorities working with Department bureaus, USG agencies, and external partners. * Liaises with relevant production services to produce campaign deliverables and elements (including graphics and other multimedia elements). * Drafts, designs, implements, and maintains the campaign webpages (currently using WordPress). Creates basic graphics and videos for web and campaign events using digital design tools such as Adobe Creative Cloud products and Canva. * Coordinates the language translation process for campaign content by compiling and organizing relevant documents, obtaining price quotes from the Office of Language Services (OLS), managing document submission, and completing requisition forms under the direction of the Network Manager and YALI Coordinator for translation of campaign materials. * Analyzes campaign performance data, survey responses, and other analytics to make data-driven strategic recommendations to team leads. Drafts reports - lessons learned/summary/statistics/evaluation - upon completion of each campaign within 4 weeks of completion of each campaign for submission to Network Manager for clearance and review. Reports will receive final clearance from the YALI Coordinator and the Campaign Manager will be responsible for cataloging and maintaining report records. * Attends consultations for development of online courses and supporting materials to align campaigns with course content. * Manages CRM email account, drafts and formats email messages in CRM with clearance from the Network Manager and sends campaign-related emails. * Manages the email request form, determining which YALI alumni events and messages are sent to YALI Network members in CRM. * Updates the content calendar accordingly with campaign-related content (blogs, videos, emails, social media), in cooperation with the Social Media and Content Manager when necessary. * Ensures data integrity and functionality for Youth Network data in CRM, including import of contacts from Mandela Washington Fellowship and Regional Leadership Center applicants, maintenance and updates to contact lists, management of email segmentation categories, production segmentation data, and training team members and AF PD section staff on email segmentation strategies (including Fellowship data imports). * Supports posts digital engagement of Youth Network members and use of CRM for messaging, creating and scheduling emails for posts without access, deconflicting with the Content Calendar, and receiving any necessary approvals from the Network Manager and/or posts. * Creates emails within CRM on behalf of posts and alumni, coordinates email segmentation and delivery with senders, and schedules emails within CRM client. * Monitors the shared inbox for the Youth Network. * Participates in in-person engagements and events as assigned. * Engage with internal and external contacts using Department-approved communications tools, including Slack, WhatsApp, Outlook and Google. * Co-manages intern tasks and communications with the Social Media and Content Manager, in coordination with the Network Manager. Specialized Experience To be minimally qualified for this position, candidates must demonstrate the following specialized experience: * Current knowledge of best practices related to audience engagement through marketing and advocacy campaigns. * Experience developing digital campaign strategies and written and visual content for public audiences in media, education, email marketing, or other institutional settings. * Researching and drafting of campaign plans on diverse topics for public audiences. * Experience working collaboratively with multiple stakeholders. * Experience analyzing and interpreting audience engagement, content consumption data, and trends to inform campaign design. * Proficiency using social media platforms, customer relationship management software, email marketing platforms, survey tools, basic graphic design and video editing software, and website management platforms. Skills Requirements * Demonstrated experience creating and executing digital marketing campaigns including analysis of website data and insights, search engine optimization, audience analysis, particularly related to viewership and content consumption, and audience retention and growth. * Ability to conceive, design and implement customer experiences to achieve project objectives, particularly with regard to graduated calls to action or a "ladder of engagement." * Ability to translate policy into specific, actionable campaign activities. * Knowledge of and ability to monitor trends in online digital outreach and marketing. * Knowledge of and ability to monitor best practices in learning and educational strategies for online audiences. * Familiarity with email marketing strategies, including segmentation, content best practices, and testing. * Experience managing the implementation of complex projects. * Proficiency in the use of digital engagement tools (e.g., social media and email) for public engagement purposes. * Familiarity with regional audiences in Sub-Saharan Africa and experience developing and deploying successful campaigns for these audiences. * High level of proficiency in written and oral communications. * Excellent analytical and problem-solving skills. * Excellent time management skills. * Ability to approach problems analytically and holistically, considering the individual problem and the impact on the larger system. * Ability to work flexibly and efficiently in a rapidly changing environment. * Ability to work on complex projects within a multidisciplinary team. * Openness to critique (including from other disciplines), curiosity to learn from a spectrum of perspectives, and experience or strong interest in collaborating closely with others.
