R&K has the opportunity at the 414 th Combat Training Squadron to support the mission of Detachment One, 414th Combat Training Squadron (Det 1, 414 CTS) is to train United States Air Force (USAF) Personnel Recovery (PR) forces across the four functions and the five tasks of PR while facilitating integration with joint force, interagency, and multi-national participants at the operational and tactical level during large force PR exercises. RED FLAG-RESCUE (RF-R) is the primary exercise supported but future Det 1, 414 CTS exercises may assume new titles or additional PR training requiring contract support. As part of R&K's support to 414 th (Det 1, 414 CTS) we are providing highly qualified, trained and experienced personnel to provide services in support of ACC exercise RED Flag-Rescue and other Personnel Recovery training events for five stages of an exercise; design, planning, preparation, execution, and evaluation services. To support the mission of Det 1, 414 CTS selected candidate will be responsible for the duties listed below. Note: This position is contingent upon contract award. Title : Joint Exercise Life Cycle (JELC) Director, Exercise/Contract Subject Matter Expert (SME) Location : Davis Monthan AFB, Tucson, AZ Duration: Permanent/Full-Time Travel: Open to travel (up to 25%) Clearance: Top Secret/SCI Security Clearance Start Dat e: Anticipated Start Date 26 February 2025 Contingent upon Award Duties: P rovide overall management of all facets related to the JELC. This position will provide subject matter expertise to the Commander in regard to exercise management and contract rules and requirements. * Provide insight and support into exercise design, planning, preparation, execution, and evaluation IAW COMACC guidance. * Management of the JELC to include completion of JELC or other exercise-related training * Responsible for all aspects of Joint Coalition Warfighting (JCW) Accreditation and Certification and technical compliance of relevant Universal Joint Tasks * Responsible for all aspects of JNTC Accreditation and Certification process * Responsible for all aspects of Environmental Assessment compliance and management * Track and manage all associated Joint Task Capability issues for resolution. * Ensure USAF continuous process improvement techniques are utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5 and coordinate with Lessons Learned manager to incorporate into JELC Stage 1 * Production of all background papers, briefs, and reports as directed by the Detachment Commander * Coordinate with Det 1 leadership in planning and development of the annual Exercise Program Objective Memorandum (POM) * Advises the commander on contract status, financial situation, and requirements to include but not limited to hiring and disciplinary resolution. * Compile inputs and assessments from aggressors and JECG personnel and facilitate exercise debriefs. * Manage all contractor travel. * Monitor, manage, and operate in maritime environments by operating in passenger status on vessels, jet ski (ARC) vehicles, zodiac or wing boats, opposing force aircraft or equipment, rotary-wing aircraft or fixed-wing aircraft in accordance with equipment specific operating instructions and/or Air Force Operating Requirements. * Maintain capability in loading, unloading, and securing equipment to vehicles in accordance with operations manuals, NTSB, and AFI24-301. * Operate government furnished vehicles and trailers in accordance with AFI 24-301 and DAVIS MONTHAN AIR FORCE BASE INSTRUCTION 24-302 Required Knowledge Skills and Abilities (KSA) : * Ten years of commissioned USAF PR experience and a Weapons School graduate * DoD exercise management experience within the last 5 years. Demonstrated aptitude to apply JELC processes to exercise requirements. * Experience with and ability to implement the Department of Defense Joint Training system. * Completion of Joint Exercise Control Group (JECG) Information Management and Administration (JKO Course Number J6ST-US506) within last 5 years. * Completion of Personnel Recovery Education and Training Center (PRETC) PR Course 300 and 303 or experience with execution of PR at the operational level (i.e. JPRC Director, JPRC Deputy Director, or Watch Sup) * Familiarity in developing and managing Joint Operations Areas (JOA) to include exercise Temporary Military Operating Areas (MOA) and ground maneuvering on public and private lands associated with land-use agreements. * Strong interpersonal communications skills and the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives. * Top Secret/SCI Security Clearance.
