Job Code: 19418 Job Location: Dulles, VA Job Description: L3Harris is seeking a Program Manager to lead multi-functional teams in the execution of Tactical Missions Division programs and will be responsible for leading portfolios with assigned area. Additionally, the Program Manager will be expected to assist in directing all phases of the follow-on program from proposal to contract award. A background with experience leading development and complex Agile software development programs with geographically dispersed teams is strongly preferred for this position. The Program Manager is responsible for the cost, schedule, and technical performance of assigned programs and proposals by leading teams including Program Management, Engineering, Operations, Contracts, Legal, Finance, Quality, Security, and others. Program Managers are expected to demonstrate team building, leadership, and communication skills by building relationships of trust with their teams, customers, peers, and leadership, and to effectively communicate with confidence including regular presentations and status updates to leadership. Develop and Deliver Program Execution, Earned Value Management (EVM), Agile methodologies, and industry Best Practices. This role aims to foster mutual understanding and elevate proficiency in compliance procedures and best practices, thus bolstering overall program execution performance. Essential Functions: Responsible for managing and driving key performance indicators of cost, schedule, and technical performance requirements of complex technical programs through the life-cycle phases of development, implementation, and operations to meet and exceed revenue and profit objectives
Lead development and maintenance of an active and proactive risk management program
Responsible for budget management and financial execution of the program Develop and manage accurate programmatic and financial forecasts
Prepare proposals, business plans, proposal work statements and specifications, operating budget, and financial terms/conditions of contract
Responsible for managing a collaborative work environment with the customer to achieve business objectives
Responsible for responses to RFIs, RFPs, or Requests for a ROM
Lead program review sessions with customer to discuss cost, schedule, and technical performance
Serve as the EVM focal point between technical, cost, schedule, and program management teams.
Establish milestones and monitor adherence to master plans and schedules
Identify program problems and obtain solutions such as allocating resources or changing contractual specifications
Fully understand customer mission gaps, constraints, and objectives; Develop strategies to meet customer needs Qualifications: Must have current and active Secret Security Clearance
Must be Top Secret/SCI eligible
Bachelor's Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree minimum of 13 years of prior related experience
Must have a minimum 7 years of working knowledge of Earned Value Management and/or Project/Project Management concepts
Must have a minimum 7 years experience with risk, opportunities, issues and change management
Must have a minimum 7 years of prior experience managing programs with DoD or Intelligence Community Organization Preferred Additional Skills: Current and active Top Secret or Top Secret/SCI clearance
Ability to build and maintain positive relationships with senior stakeholders across various functions
Ability to influence decision-making processes by presenting clear, data-driven recommendations to senior stakeholders
Thrive in a fast-paced, dynamic environment and able to adapt quickly to changing priorities and new challenges
Comfortable operating in a "managed chaos" setting with ambiguity and rapid iteration

Experience as a member of a senior level USN, USMC, Joint, or OSD staff
USN/USMC aviation related requirements formulation, budgeting, and/or program/project management knowledge and experience #LI-CG1
