Position Overview: ANSER is actively hiring a Chemical & Biological Defense Physical Program Analyst to work in support of the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)). In this position you will support the oversight of the Chemical and Biological Defense Program (CBDP) and the CBDP's physical research, development, and acquisition (RDA) portfolio. Day to Day Responsibilities: * Serve as the subject matter expert of the physical RDA portfolio, with a special focus on defensive capabilities to detect, identify, and characterize chemical and biological threats. * Support ODASD(CBD) decision processes by initiating, maintaining, modifying, and developing databases, information sources, assessment methodologies, and metric development in support of programmatic analysis, prioritization, and evaluation of the physical RDA portfolio. * Develop and propose solutions to critical problems by creating actionable strategies, implementation plans, and oversight plans that use metrics to enable the DoD to continuously monitor progress and reallocate resources or efforts, as required, to meet government requirements. * Provide support for acquisition program management of the CBDP's physical RDA portfolio. * Assist with DoD Planning, Programming, Budgeting, and Execution (PPBE) and budget formulation matters, justification, Congressional presentation, and execution activities. * Contribute to the development of PPBE policy guidance for the CBDP components. * Provide technical support to facilitate government oversight, coordination, and integration of the CBD physical programs among the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), the Joint Science and Technical Office for Chemical and Biological Defense (JSTO-CBD), the Test and Evaluation Office for the CBDP, and the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense (JRO-CBRND). * Provide support to the ODASD(CBD) at various DoD and interagency meetings with topics relevant to the physical RDA portfolio. * Support the ODASD(CBD) at various conferences, seminars, and meetings by preparing PowerPoint presentations, read-aheads, talking points, meeting minutes, and other materials related to the physical RDA portfolio, as required. Required Qualifications: * Possess an active TS/SCI security clearance. * Bachelor's degree in a related discipline. * 10+ years of relevant work experience. * Experience with the oversight of acquisition programs within DoD or an interagency equivalent. * Experience with current DoD PPBE processes, budgetary principles, and their associated operational impact. * Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel. * Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint. Preferred Qualifications: * Experience within the DoD CBDP or within an interagency equivalent. * Experience managing or overseeing the RDA of physical programs (e.g., detection, decision support, threat agent science, etc.). * Educational background in physical, biological, or life sciences. * Defense Acquisition University (DAU) Practitioner certification in program management. * Experience working with the DoD Correspondence and Task Management System (CATMS).
