Duties - Leads a team of trades and/or labor workers. - Performs work. - Operates refueling vehicles, up to and including tractor trailer, for dispensing of aviation fuels and defueling aircraft. - Directs, inspects, operates and maintains a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. - Inventories and inspects the storage/distribution system and the condition of the products received and issued. Requirements Conditions of Employment * U.S. Citizenship Required * Males must be registered for Selective Service, see www.sss.gov * This posn is subject to provisions of the DoD Priority Placement Program * Disclosure of Political Appointments * Direct Deposit: All federal employees are required to have direct deposit. * A valid driver's license is required to operate motor vehicles up to, and including, an aircraft refueling vehicle. * Must be able to obtain and maintain a Secret security clearance. Position may require the employee to operate a forklift up to 10,000 pounds. * Incumbent must possess or have the capability to acquire a Commercial Driver's License (CDL) and any required endorsements within 12 months of assignment. * Must be able to obtain and maintain appropriate HAZMAT training and/or certification IAW governing agencies requirements. * Licensing of federal civilian employees in overseas areas will be governed by Status of Forces Agreements and/or host nation requirements. * This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. * Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. * Position requires the ability to discern colors, contrast and depth. * Incumbent will work inside and outside and will be exposed to inclement weather, fumes from fuels and other petroleum products, and potential aircraft engine noise. * Incumbent will be required to wear foot, eye and ear protective gear and cotton clothing in performing duties. * This position requires the incumbent to pass a pre-employment physical examination and annually thereafter. Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a FUEL DISTRIBUTION SYSTEM OPERATOR WORKING LEADER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) 2. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. 4. Skill in performing the trade and /or labor work of the group being led. 5. Ability to lead a team of three or more labor or trade employees. 6. Ability to plan and organize work assignments to include determining resources required to accomplish mission. PHYSICAL EFFORT: Workers exert light to moderate physical effort while performing operations such as coupling and uncoupling equipment. They may lift or carry items that weigh up to 23 kilograms (50 pounds). The heavier items are moved with assistance from workers or with weight handling equipment. The work requires considerable standing, walking, bending, working in cramped conditions, and climbing on tanks, rigging, and other equipment. WORKING CONDITIONS: Workers work outside and are exposed to all weather conditions. Protection from weather is typically limited to building extensions, tarpaulins, and storage shed roofs. They follow safety regulations and use safety equipment to avoid possible hazards in the work area. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
