Duties * Serves as a senior Supervisory Contract Specialist for the Army Contracting and Procurement Program. * Serves as organizational representative with authority to approve or execute various actions within delegated monetary limitations of authority. * Reviews work completed by team leaders or Contracting Officer's to ensure that it is accurate and in accordance with applicable regulations and policy; maintain a working knowledge of policy, regulations, and public laws. * Provides interpretation and guidance concerning regulations, procedures, and policies for organizational compliance. * Evaluate overall performance of subordinates and provide advice, counsel, and instructions to accomplish assigned functions. * Coordinates and advises commanders in determining their long-range planning in for changes in roles, functions and military contract programs. Requirements Conditions of Employment * In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status. * One-year Supervisory probationary period may be required. * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. * Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest * This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time * This position is subject to a pre-employment drug screening, and random testing thereafter. Basic Education Requirement for 1102 Series: Degree:Bachelor's degree (or higher degree) from an accredited educational institution. -OR- Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience performing duties such as: 1) Managing the procurement and contracting program aspects for an organization; 2) Develops strategies by reviewing and interpreting contracting policy; 3) Resolves problems encountered through contracting process; 4) Extracts data to monitor the effectiveness, efficiency, and productivity of the organization; 5) Experience leading a team of contracting professionals; and providing financial, contractual and acquisition oversight of projects. The definition of specializes experience is typical of work performed at the next lower grade/ level position in the federal service (GS-13).
