Duties * Review and analyze transportation requirements for aviation and missile system readiness and support to the Combat Commander/Combatant Command (COCOM) Operations Plan (OPLANS). * Exercise transportation planning involving determination of Transportation management objectives, establishment of procedures and methods of achieving them for execution of transportation programs to deploy missile/aviation materiel world-wide, * provide logistic support to the field, and accomplish maintenance and rebuild programs and develop efficiently transportable systems to meet mission requirements at minimum transportation costs. * Responsible for integrating aspects of the US Department of Transportation Pipeline and Hazardous Materials Safety Administration, SDDC Transportation Engineering Agency, US Air Force Air Transportability Test Loading Activity, * the Defense Transportation System capabilities to include commercial transportation industry. * Prepare, and or inspect/validates documentation and assists other Hazardous Materials (HAZMAT) Certifiers in their preparation of those documents for cargo to be transported by trucks, rail cars, aircraft, vessel carriers or multimodal. * Provide guidance and technical assistance to project managers and Security Assistance case managers concerning transportation policy, * projection of future needs on long- and short-term basis, transportation equipment requirements, security requirements, and availability of transportation services. * Coordinate with regulatory agencies (e.g. Department of transportation (DOT), Surface Distribution Deployment Command (SDDC) and AMCOM Legal and Security Offices) to obtain special permits, request traffic management support for shippers of AMCOM * materiel when necessary to meet critical delivery requirements, obtain guidance concerning the liability for damages of security assistance customer-owned materiel or * request advice concerning appropriate security measures for classified and sensitive AMCOM materiel. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must obtain and maintain a SECRET Security Clearance during the duration of employment. * This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time. * This position requires the incumbent to obtain and maintain certification of HAZMAT for General Transportation of Hazardous Materials in accordance with 49 CFR Part 172, Subpart H (172.704), DOD4500.9R chapter 204. * Employee may be required to remain on duty or report for duty during contingency operations or other emergency situations. * May be required to complete a one-year probationary period. Specialized Experience Statement (HR/SME): Specialized Experience: One year of specialized experience which includes:(1)collaborating and coordinating with transportation stakeholder organizations; 2) experience with hazardous materials or cargo requiring unique in-transit services; 3) managing and planning complex logistics support in areas of multimodal, time constrained, hard lift areas, reception, staging, onward movement, integration, redeployment, or support for acquisition; 4) working with Defense Transportation Regulations and other modal hazardous material regulations that govern the validation, labeling, placarding, marking, shipping and handling of HAZMAT and sensitive items. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in business admin, economics, finance, statistics, supply chain management, logistics operations management, transportation management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
