Key Responsibilities: * Serve as the primary Program Manager (PM) overseeing contract execution, performance tracking, and stakeholder engagement. * Manage project planning, performance analysis, and risk assessment for program operations. * Experience managing cross functional teams to include subcontractors * Develop and maintain program documentation, reports, dashboards, and compliance tracking tools to support DHS initiatives. * Lead and oversee a team of subject matter experts, analysts, and operational staff, ensuring project milestones and deliverables are met. * Ensure adherence to Federal Advisory Committee Act (FACA) requirements and other DHS compliance policies. * Conduct strategic writing, policy research, and analysis on cybersecurity, infrastructure security, and risk management topics. * Interface with senior government officials, industry stakeholders, and cross-sector councils to enhance operational collaboration. * Support classified and unclassified meetings, briefings, and presentations as needed. * Ensure compliance with DHS records management policies, executive orders, and national security memorandums related to council operations. Required Qualifications: * Master's degree in Business, Public Administration, Cybersecurity, Policy, or a related field. * 10+ years of experience in program/project management, preferably in cybersecurity, infrastructure security, or government consulting. * Active TS/SCI clearance at the time of application (required). * Proven expertise in policy development, strategic planning, and stakeholder engagement * Experience with budgeting, cost forecasting, contract management, and performance evaluation. * Familiarity with DHS, CISA, and federal government policies and compliance frameworks (e.g., FACA, EO 13800, PPD-21, NSM-22). * Strong leadership and team management skills with experience overseeing multi-functional teams in a dynamic environment. * Excellent written and verbal communication skills, with the ability to prepare executive briefings, reports, and technical documentation. * Proficiency in Microsoft Office 365, SharePoint, and project management tools.
