Duties As a HR SPECIALIST (PERFORMANCE MANAGEMENT/EMPLOYEE RELATIONS) (Title 5) INDEF - May Become Permanent, GS-0201-11, you will perform the following duties. * Provides assistance, interpretation, information, and guidance on employee relations problems and issues which affect organizational goal performance, individual performance, performance appraisal systems, and employee relations training programs. Serves as a technical advisor for disciplinary and adverse action procedures. Provides advice and assistance to supervisors in establishing and maintaining employer/employee relationships that contribute to satisfactory productivity, motivation, morale, and discipline. Explores probable causes, contributing factors, and possible courses of action to resolve problems and better relationships. Trains supervisors and management officials on employee relation problems, performance and conduct issues, merit systems principles, and investigative techniques. Assists managers on complex and controversial cases with multiple issues and requiring avenues of redress, with limited or conflicting factual information, requiring judgement in interpreting ambiguous case law. (30%) * Studies and analyzes employee relations program laws and regulations in the areas of grievance or appeal procedures, voluntary actions, and performance management as they impact the state national guard. Identifies problems in the employee relations program to develop recommended solutions. Serves as technical expert to employees, supervisors, and HR personnel regarding employee grievances related to pay and leave issues and entitlements. Develops strategies to improve supervisor and employee communication. Gathers and evaluates case facts, develops recommendations for and assures the implementation of appropriate corrective action. Investigates and/or coordinates with outside investigation vendors allegations of misconduct, harassment, etc., by employees. Prepares official correspondence addressed to appropriate authority in connection with complaints of misconduct against personnel. (25%) * Provides technical advice on performance management systems, the incentive awards and suggestion programs. Develops new or modified local procedures to improve the various programs effectiveness for managers and supervisor in support of the state goals. Reviews performance standards and appraisals for regulatory compliance and analyses for trends and problem issues such as disciplinary, impact on employee morale, supervisor/managers responsibilities and legal implications. Provides coaching and counseling to managers and supervisors on performance issues such as performance improvement plans, recognition techniques and feedback on establishment of critical elements and standards. Participates as strategic partner to resolve performance problems. Ensures employees and management's due process rights are understood and procedures are followed. Administers the Incentive Awards Program involving monetary and non-monetary recognition. (25%) * Provides advice and assistance to supervisors, employees, and HR in a wide variety of employee relations matters such as performance issues, conduct actions (disciplinary and adverse actions), grievances, appeals, reasonable accommodation requests, etc. May recommend Alternate Dispute Resolution services and advice or other non-adversarial problem-solving approaches such as advocacy, mediation, interest-based bargaining, etc., for a variety of personnel problems encountered by management and employees. Resolutions offered may be non-binding but are to be in the best interest of the National Guard. (20%) * Performs other duties as assigned. T6352 Requirements Conditions of Employment * May be required to successfully complete a probationary period. * Participation in direct deposit is mandatory. * Perform irregular/overtime hours in support of operational requirements and contingencies * Failure to complete prescribed courses may be cause for reassignment or termination of FTS. * Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool. * Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. * May require travel in military and/or commercial aircraft to perform temporary duty assignments. * The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. * This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. MINIMUM EXPERIENCE: Experience to include manage, supervise, administer, advise on, or deliver human resources management products or services. SPECIALIZED EXPERIENCE:GS020111- Applicant must have the following experience: * 1-year specialized experience must be equivalent to at least the next lower grade. * Knowledge of legal research methods and information gathering techniques. * Knowledge of, and skill in applying the full range of employee relations theories, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations, provide advisory service to management about appropriate disciplinary and other corrective techniques that are responsive to a range of conduct and performance problems. Utilizes legal research methods, information gathering techniques. * Skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent, and substantive decisions and/or legal opinions that various courts and administrative bodies have rendered. * Ability to interact with all levels of management and labor unions as a strategic business partner in the delivery of performance management objectives, benefit eligibility, and may include discipline or adverse action management, requiring a broad approach and intensity of analysis. * Skill in negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other non-adversarial problem-solving approaches sufficient to resolve problems and advise management. * Conflict resolution techniques sufficient to interact in occasionally highly charged emotional situations must also be utilized. These issues may be delicate or highly contested case matters and determinations. * Skill in conducting extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance. Education Substitution of Education for Specialized Experience Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position. Additional information SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position.
