Duties Headquarters Space Operations Command (HQ SpOC) has an opportunity for an experienced professional to serve as a Highly Qualified Expert (HQE) directly supporting the SpOC Commander, SpOC Deputy Commander and Space Boss. The HQE will advise the SpOC/CC, SpOC/CD and Space Boss on how to develop, refine and implement operational concepts, enhance warfighting readiness, and optimize SpOC forces for Great Power Competition. The HQE will also provide recommendations for policy improvement, resource allocations, and risk assessments to SpOC/CC, CD and Space Boss. The HQE will serve as a trusted advisor, leveraging their expertise to enhance training, exercise, and operations, and drive special projects that boosts combat readiness. Key Responsibilities: - Provide expert mentoring, teaching, training, and counsel to senior leaders to optimize SpOC's performance and readiness - Identify and implement solutions to operational and administrative challenges impeding SPAFORGEN readiness improvements, collaborating with HQ USSF, field commands, and external government agencies as needed - Support the Commander in developing and implementing a new strategic design for SpOC, positioning the command for success in Great Power Competition - Align training and exercise events with Combatant Command operational / campaign planning requirements to ensure seamless integration and effective execution - Lead planning teams to address specific requirements, facilitating the delivery and defense of space capabilities to counter adversary threats and negate counterspace campaigns Requirements Conditions of Employment * U.S. citizenship is required * Males must be registered for Selective Service, see www.sss.gov * Disclosure of Political Appointments * Selected candidate must file a Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978 * Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance * Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment. * Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings. * Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning. * Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code. * Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants. Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. HQEs contribute in a variety of occupational fields, such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics. HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments. HQEs serve at the pleasure of the Appointing Official and may be terminated at any time. When practicable, they should be given no less than 3-days' advance notice. Additional requirements include: executive-level experience in IT/ET architecture concepts and program management to include emerging technologies not currently in use within the DoD; a high level of personal initiative, creative problem solving skills, and innovative thought; and the ability to present and defend independent positions at the highest levels of government Education Basic Requirements This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
